HomeMy WebLinkAbout03-07-94Hastings, Minnesota March 7, 1994 The City Council of the City of Hastings, Nfinnesota met in a regular City Council meeting on Monday, Marc. 7, 1 994 at 7:00 p.m. in the City Hall Council Chambers, 101 4th Street East, Hastings, Minn esota. Members Present; Councilmember Johnson, Simace , T rautrnann, Hicks, Warner, iveness and Mayor Werner Members Absent: None Staff Members Present; Dave Osberg, City Administrator; Barb Thompson, City Clerk; Toni. Montgomery, Public Works Director; Brian Bleskachek, City Engineer; and Shawn Moynihan, City Attorney A presentation of Certificate of Appreciation was received from Bob Melson representing C.M.C.A. Dale Wiech and Mike Simacel presented a check to the City of Hastings for $12,000 from the Hastings Lions Club for the Lions Trail Lighting Project. Mayor Werner asked for corrections or additions to the minutes ' of the regular meeting of February 22 and the special meeting of larch 2, 1994, and hearing none declared the minutes approved as presented. Moved by Councilmember Simace1, seconded by Council- member Riveness to approve the consent agenda as presented. 1. Pay all bills as audited 2. PRESENTATION APPROVAL OF MINUTES CONSENT AGENDA RESOLUTION N. 0 -94 RESOLUTION No, 21. -94 The following Public Hearings were held to hear and pass 1994 STREETS on all objections, written or oral, if any, to the proposed assess- & UTILITY ments for 1994 Street & Utility Improvements. Public Works Director EVIPROVEME TS Torn Montgomery and City Engineer Brian Bleskachek reviewed with the City Council and audience the estimated cost of construction, the estimated assessments, and the proposed funding for the 1994 program. Some questions ; from the audience were addressed before the public hearings started. John Moes of 223 E. 15th Street questioned why he was to be assessed for Sibley Street storm sewer when he paid for the original storm sever that was installed. Another resident had questions concerning storm sewer and utility lines on the north end of the project. Everyone wishing to speak were given the opportunity to do so at this time or during the public Bearings. The City Clerk provided proof of affidavit of publication and certificate of mailing. The Mayor asked if anyone wished to IMPROVEMENT speak on the issue, no one wished to do so. The Mayor closed the PROJECTS public hearing at 7.49 p.m. Moved by Councilmember Hicks, seconded by Councibmember RESOLUTION Simac 1 to adopt Resolution No. 22 -94 ordering the improvements and NO. -94 preparation of fmal plans and specifications for improvements of PROJECT NO. 1994 -1 pedestrian ramps and municipal state aid streets, Project 19944 7 Ayes; Nays, None. Copy of resolution on file. Project 1994 - - 15th Street and General Sieben Drive PU LIC HLARING- Im rovement . Mayor Werner opened the Public Hearing at 1994 -2 7:49 p.m. to consider these improvements. The Mayor asked if anyone IMPROVEMENT wished to spear on the issue, and Dennis Christianson of 1498 Pringle PROJECTS Court expressed concern on the assessments on 4 parcels on Pringle Court. He asked that special consideration be given in assessing these, due to the high cost of the project and also to not fully benef ittin.g from' this improvement. Mayor Werner asked if anyone else wished to spear on the issue, no one wished to do so. The Mayor closed the pudic hearing at 7:51 p.m. Moved by Councilmember Johnson, seconded by Council- RESOLUTION member Simacel to adopt Resolution 23-94 ordering the improvement NO. 23 -94 and preparation of final plans and specifications for improvements of PROJECT N . 1994-2 15th Street and General Sieben Drive, Project 1994 - . Moved by Councilmember Trautma n, seconded by Councilmember Hick to amend the motion directing Staff to review these 4 parcels in Parxnle Court for possible special consideration on the assessment of these properties prior to the assessment hearing, due to the unusual circumstances. 7 Ayes; Nays, None. Mayor Werner opened the Public Hearing at 8:01 p.m. to 1994 -3 consider these improvements. The Mayor asked if anyone wished to IMPROVEMENT spew on the issue, no one wished to do so. The Mayor closed the PROJECTS public hearing at 8:01 p.. Copy of resolution on file. Project 19944 - west 5th. Street Improvements. Mayor Werner opened the Public Hearin at 8:01 p.m. to consider these improvements. The Mayor asked if anyone wished to speak on the issue and some concerns were ad dressed from the audience. One was a concern on the drainage at the corner of 5th & vermillion, Which the City Engineer responded to. A. question arose regarding the possibility of monies available for lowering of assessments. Public Work Director Montgomery stated there will be approximately $150,000 available particularly for low and moderate income families. 'The Mayor asked if anyone else wished to spear on the issue, no one wished to do so. The Mayor dosed the public hearing at 8:05 p.m. PT. This is contingent upon finalizing all requirements and the approval of Minnesota State Liquor Commissioner. 7 Ayes; Nays, None. Moored by Couneilmember Riveness, seconded by Council 1994 NON - UNION member Trautm authorizing the adjustment of 2.5% in the non- COWENSA.TIO union compensation schedule effective January 1, 1994. 7 Ayes; Nays, None. Staff was directed to schedule a Development Standards COUNCIL Workshop and place on the March 21, 1994 agenda for approval. COMMENTS Council directed Staff to prepare an ordinance regarding dangerous domestic pets for review and discussion. Mayor Werner acknowledged the following donations and DO NATIONS expressed thank on behalf of the City of Hastings: 1. Southwest Towing contributed $700.00 to the Police canine program. 2. Intek donated a computer to the DARE program. 3 . A, framed pietuxe of the Mayor and Council was donated by the lcGn Studio. Street East, Hastings, Minnesota. Members Present: Couneilrnember Johnson, Simaeel , Trautrnann, Hicks, Warner, Ri eness and Mayor Werner Members Absent: None Staff Members Present: Dave Osberg, City Administrator; Barb Thompson, City Clerk; Shawn Mo City Attorney City Administrator Dave Osberg updated the City Council of the 1994 49er's Union Contract which includes the Public Works, Parks, Engineering and Trae Drivers; and also the third bargaining session with the police Union representing Patrol Officers and Supervisors. Discussion was held regarding the proposals that have been received from both uni ons.
