HomeMy WebLinkAbout09-18-95Hastings, Minnesota September 18, 1995 The City Council of the City of Hastings, Minnesota net in a regular meeting on Monday, September 18, 1995 at 7:0 p.m. in the City Hall Council Chambers, 101 4th Street East, Hastings, Minnesota. Members Present: Councils ember Riveness, Warner, Johnson, Simace , Hick, Moratla and Mar Wexner Members Absent: None Staff Members Present: Toni Montgomery, Public Worts Director; Mile Vlozniak., Community Development Director; Marty McNamara, Parts & Recreation Director; Barb Tnompson, City Clerk; and Shawn Moynihan, City Attorney Mayor Werner asked if there were any corrections or additions to APPROVAL OF the minutes of the regular meeting of September 5, 1995 and hearing MINUTES none declared the minutes to be approved as presented. Representatives from the Hastings Youth Athletic Association HYAA presented to the City of Hastings a 10,000 check for lighting the baseball PRESENTATION field at Veteran's Park Athletic Complex. Moved by Councilmember R,iveness, seconded by Council- member Johnson to approve the consent agenda as presented. 1. Pay all bills as audited 2. Renewal of Amusement Device Licenses 3. 1996 Dakota County Residential Recycling Grant Application 4. Interpretation of Sign Ordinance - Second Freestanding Sign - Westview Center 5. CONSENT AGENDA Mayor Werner opened the Public Hearing at 7:03 p.m. to P.H. -1.995 IMPROVIE- consid r the proposed assessments for the 1994 Street and Utility MENT ASSESSMENTS Improvements; Project 1 994 -2, West 1 5th Street; Project 19 94-3, Sibley Street; Project 1994 -4, West 5th Street; Project 1994- 3 West 17th Street; Project 1994 - , BoWken Estates 3rd Addition; Project 1994 - , Sunset West Addition. The (City Clerk provided proof of affidavit of publication. Mayor Verner asked if anyone wished to spew on any of the projects. The Public Works Director Torn Montgomery answered any concerns that were addressed from the audience. Mayor Werner opened the Public Hearing at 7:14 p .m. to hear cornments on the request for a Comprehensive ]Plan Amendment to guide 0,25 acres from Urban residential to U-R II to CoAmnercial and also a request for approval of a rezone from -2 to C-3 for the same property. Mayor Werner asked if anyone wished to speak the issue, no one wished to do so. The Mayor closed the public hearing at 7:16 p.m. Moved by Councilmember Johnson, seconded by Council- member Warner to approve the request from Ronald Sheetz for a Comprehensive Plan .Amendment and to approve the 1 st reading of the request to rezone from -2 to R - 3 for property located at 105 West 24th Street. COMP PLAN/ REZONE AMEND 1ST READING COMP PLAT AMEND & REZONE Mayor Werner opened the Public Hearing at 7:17 p.m. to P.H.-VACATE review the request from Hastings Motel Associates co National Lodging EASEMENTS- and 1600 Corporation, Inc., to vacate drainage and utility easements at 300 W. 33RD ST. oo West 33rd Street. Mayor Verner asked if anyone wi to sp on the issue, no one wished to do so. The Mayor closed the public hearing at 7:18 p.m. Moved by Councilmember Hicks, seconded by Councilmember RES. Igo. 7 -95 liveness to adopt Resolution No. 8 of the City of Hastings vacating VACATE EASEMENT drainage and uflity easements at 300 West 33rd Street subject to the applicant paying all recording fees required by Dakota County. Moved by Councilmember Sim a e , seconded by Councilmember SPECIAL USE blamer to approve the request from Kwik Trip, Inc., for a special use PERMIT - 1912 -2 perrnit to allow a gas/convenience store at 1922 vermillion Street, VERMILLION ST. which is property located at the northwest corner of Highway 61 and County Road 47, as approved by the ]Planning Commission subject to the following conditions: 1. That truer parking shall be prohibited except those vehicles fueling at a pump station. 2. That access between County Road 47 and West 21st Street shall be blocked. 7 Ayes; lays, None.
