HomeMy WebLinkAbout07-24-95Hastings, Minnesota July 24, 1995 The City Council of the City of Hastings, Minnesota net in a regular meeting on Monday, July 24, 1995 at 7:00 p.m. in the City Fall Council Chambers, 10 1 4th Street East, Hastings, Minnesota. Members Present: Councilmember Riveness, Warner, Johnson, Simaeol , Hicks, Moratzka and Mayor Werner Members Absent: None Staff Members Present: Dave Osberg, City Adm istrator; Barb Thompson, City Clerk; Mike Wozniak, , Community Development Director; Lori Webster, Finance Director; and Shawn Moynihan, City Attorney Mayor Werner asked if there were any corrections or additions to the APPROVAL OF minutes of the regular meeting on July 10, 1995 and heaxing none declared the MINUTES minutes approved as presented. Moved by Councilmember Riveness, seconded by Councilmember ADDENDUM- Johnson to add to the agenda a Closed Door Session to discuss the Fearing CLOSED DOOR Lawsuit and the St. Boniface Temporary Restraining order. 7 Ayes; lays, None. Hospital and the Planning Committee R.V. CLINIC of the City Council to discuss certain concerns pertaining to this project. Ayes; lays, lone. Moved ved by Councilmember Hicks, seconded by Councilmember Riveness SOLICIT to approve the authorization to receive quotes for appraisal of estimated. historical QUOTES- costs, age and depreciation of Enterprise Fund Infrastructure. 7 Ayes; lays, ENTERPRISE None. Moved by Councilmember Warner, seconded by Councilmember GRIE LING Ioratzka to accept resignation of Police Officer Tom. Griebling effective RETIRED February 29, 1996. The City Council would life to thank Torn for his 25 years -9 -9 of dedicated service to the City of Hastings. 7 Ayes; lays, None. Page 2 July 24, 1995 Moved by Councilmember Hicks, seconded by Councilmember I ST READIING- Sj'-Macek to adopt the 1 st Reading of an ordinance arnending Hastings City CHAR'I'ER Charter Section 4.04 to require two favorable readings to pass an Ordinance of AMENDMENT the City of Hastings. This motion calls for a public hearing on August 21, 1995 at :00 p.m. 7 Ayes; Nays, lone. Moved by Councihno ber Hicks, seconded by Councilmember Ri eno s VEHICLE that the Police Chief's vehicle allowance of $375.00 per month be retroactive to ALLOWANCE January 1, 1995. 7 Ayes; Nays, bone. Mr. John Henry of 308 West 7th Street complained to Council as to COMMENTS inappropriate behavior by some of the individuals at the B?C meeting which was called to discuss the St. Boniface Chapel issue. Mayor Werner then commented on the temporary restraining order which was received by the City of Hastings on July 19, 1995 and to explain the actions taken at the HPC meeting that evening by Staff and Elected Officials. Moved by Councilmember Ri eness, seconded by Councilmember Warner to adjourn to a closed door session regarding the Fearing Lawsuit and also the SEAS Restraining Order at 8:00 p.m. 7 Ayes; Mays, None. Moved by Councilmember Johnson, seconded by Councilmember 1 oratzka to reconvene the regular City Council meeting at 8:40 p.m. 7 Ayes; lays, None. Moored by Councilmember Hicks, seconded by Councilmember Simacek to adjourn the regular Council meeting at :41 p.m. 7 Ayes; Nays, Hone.
