The City Council of t the City of Hastings, Minnesota met in . regular meeting on
Monday, June 5, 1995 at 7:00 p.m. in the City Hall Council Chambers, 101 4th Street Fast,
Hastings, Minnesota.
Members Present: Councllmember Riveness, Warner, Johnson, Simacel , Moratzka,,
Hicks and Mayor Wenner
Members Absent: bone
Staff Members Present: Dave O berg, City Administrator;

Marty McNamara, Parts & Recreation Director;

Mr. Tom, Kelly, President of the Hastings Area Rotary Club, $5,000 DONATION
presented Mayor Werner with a check for $5,000 designated to the
Vermillion Trail Bridge Project.
Mayor Wexner asked if there were any corrections or additions to APPROVAL of
the minutes of the special meeting of the Washington County Board of MINUTES
Review held at 6:30 p.m. on May 15, 1995, and hearing none declared
the minutes approved as presented.

Hicks to adopt Resolution loo. 52 -95 accepting offer on the sale of
$935,000 OI , Series 1995A, providing for the issuance and levying
a tax for payment thereof. 7 Ayes; Nays, None. -dopy of resolution on

Mayor Werner opened the continued Public Hearing from April
3, 1995, at 7:00 p.m. to hear comments regarding the possible transfer of
the Cable Television Franchise from King Videocable to Continental
Cablevision. Mayor Verner asked if anyone wished to speak on the
issue, no one wished to do so. The Mayor closed the public hearing at
7:08 p.m.
Moved by Councilmember Simace , seconded Councilmember
.ieness to adopt resolution No. 57-95 approving the transfer of control
from King Videocable to Contental Cableision, Inc. 7 Ayes; Nays,
None. Copy of resolution on file.
Moved by Councilmember 1 Iorat l a, seconded by Council-
member Hicks authorizing City Staff to enter into Agreement with
Sanders Wacker Wehrxnan & Bergly Associates for a master plan for
Wilson Park at a cost not to exceed $2,245. 7 Ayes; lays, lone.
Moved by Councilmember Warner, seconded by Councilmember
Hicks to reject all quotes submitted and ask that Staff prepare a new form
to allow the opportunity for Hastings businesses to be involved in
submitting a quote to supply lumber for the Vermillion Trail Bridge.

Moved by Councilmember Sil acel , seconded by Councilmember SITE PLAN-
Hicks to approve the request for a site plan at 1175 lxninger (toad as REGINA MEMORIAL
recoGnmended by the Planning Ong Conunission and subject to the following HOSPITAL
conditions:
1 The proposed structure and accessory items including, but not
limited to, the paining lot and landscaping shall be completed
pursuant to the approved site plan. Upon request for occupancy
of the building, all uncompleted items contained within the site
plan shall be addressed pursuant to the escrow requirements
contained within the site plan review provisions of the City
zoning ordinance (Section 10.24).
2. That the applicant/developer follows comments, 1,2,3 and
listed in Torn Montgomery's ery' May 15, 1995 memorandum
regarding the Foster Care /Assisted Living Site Plans.
3. That the applicant/developer understands and agrees that the
City is only granting `concept" plan approval for the proposed
assisted living assisted facility. The applicant/developer further
understands and agrees to submit a complete site plan application
to the City before requesting building permits for the assisted
living facility.

At this time the vote was taken on the original motion to adopt

Moved by Councilmember Johnson., seconded by Councilmember
Simacek approving the am bulance receivables for write -off, also the
authorization to tam the delinquent accounts over to a credit bureau,
and authorizing the City Staff to continue working with the collection
agency used by Regina Hospital. 7 Ayes; lays, None.
Councilmember Hicks removed himself from his Council seat.
Moved by Councilmember Siena 1, seconded by Councilmember
Moratzka to appoint Wayne Dicks effective 16-19-95 and Mike Munson
effective -22 -9, as Police Officers. 6 Ayes; lays, lone.
Councilmember Hicks returned to his Council scat.

concems that they may have.
