Members Present: Riv ness, Warner, Johnson, Simacel , Hicks, Moratzka and Mayor Weer Members Absent: Non Staff Members Present; Dave osbcrg, City Administrator; Barb Thompson, City Clerk; Mike Wozniak, Community Development Director; Torn Montgomery, Public Worts Director; Marty McNamara, Parts & Recreation Director; and Shawn Moynihan, City Attorney Mayor Werner asked if there were any corrections or additions to the minutes APPROVAL of the regular meeting of March 20, 1 995 and hearing none declared them approved as of MINUTES presented. County Commissioner Joe Hargis addressed the City Council with an ommiss- update on issued relating to Hastings including the Airport, County Road. 42 2nd Street, IONER JOE the construction of a new bridge in 1996 in Etter and the con.stra tion of a Juvenile HARRJS Detention Center in Hastings. Mayor Werner opened the Public Hearing at 7:08 p.m. to hear comments P.R. -CABLE regarding the sale and transfer of the ownership interest in the cable television system TRANSFER owned and operated by Ding video Company, to Continental Cabievision, and to CONTINUED consider an ordinance amendment relating to the same. The City Clerk provided proof To 6-5-95 of affidavit of publication. The Mayor asked if anyone wished to spew on the issue, no one wished to do so. Moved by Councilmember Johnson, seconded by Councilmembear Warner at 7: 10 p.m. to continue the public hearing until the June 5, 1995 City Council meeting. 7 Ayes; Nays, None. Page Moved by Councilmember Sirnacel , seconded by Councilmember warner to adopt Resolution No. 35-95 awarding the bid for a 1 995 model wheel loader for the Street Department to Midwest Machinery for $1 29,321.09. 7 Ayes; lays, None. Moved by Councilmember Hicks, seconded by Councilmember Moratzl to adopt Resolution No. 36 awarding the bid for a 1995 model tractor and mower for the Street Department, to Scharber & Sons for $57,399.24. Moved by Mayor Verner, seconded by Councilmember Warner to amend the original notion to include the trade -in bid of $ 10,000.00 by Scharber & Sons. 7 Ayes; Nays, None. Mayor Werner opened the Public Hearing at 7:3 o p.m. to consider the sale of the following City owned properties: . 1.75 acre parcel near the 14th Street Pondin.g Basin and Tierney Drive b. 1.25 acre parcel near the NW Ponding Basin, forth Frontage Road and Minnesota State Highway # c. .70 acre parcel rear the SW Ponding Basin, 1 5th Street and Zweber Lane d. 2.25 acre parcel east of the SW bonding Basin e. 3.3 acre parcel near the future extension of General Sieben Thrive west of 14th Street and west of the 1 4th Street 1onding Basin April 3, 1 995 RES. EXCESS CITY PROPERW Mayor Werner asked if anyone had comments on any of the parcels, and Gordon and Mary Anne Hex nen of 1005 1 5th St. west, and Jeff Fox of 1013 Zweber Lane expressed concerns on the sale of .o acre parcel near the Southwest Po ndin g Basin, 1 5th Street and Zweber Lane (Parcel Q. Also, the current resident of 1608 Tierney Drive expressed concern over the sale of 1.75 acre parcel near the 14th Street 1onding Basin and Tierney Drive (Parcel A). others that addressed Council regarding the use of the funds that would be available because of the sale of thiase properties were; H A Director John Grossman, Pat Hand1son of the Hastings Dousing Coalition, and Harold B irkeland. Mayor Wemer closed the public hearing at 7:51 p.m. Moved by Councilmember Varner, seconded by Councilmember Simacek RES. NO, 37- to adopt Resolution loo. 37 declaring City property as excess and authorizing the SALE of disposal of City owned property. 7 Ayes; Nays, None. Copy of resolution on file. EXCESS Moved by Councilmember Hick, seconded by Councilmember Riveness SWIMMING to table the item of the siming pool painting and future operations to the Council POO meeting of April 17, 1995. 7 .Ayes; Nays, None. HOU Councilmember Moratzka volunteered to serve as the City of Hastings' DAKOTA representative on the Dakota County League of Governments. Co.
