HomeMy WebLinkAbout01-09-95-SpecialHastings, Minnesota January 9, 1995 The City Council of the City of Hastings met in a special meeting on Monday, January 9, 1 995 at 7:00 p .m. in the Co=unity Room at the Hastings City Hall, 101 4th Street East, H astings, Minnesot Members Present: Coun.cilmember Riveness, Simaee , Johnson, Warner, Hicks and Mayor Wenaer Members Absent: Councilmenaber Morat l a Staff Members Present: John Grossman, HRA Director; and Dave osberg, City Administrator The purpose of the special City Council meeting was to conduct a joint meeting with the City's Mousing & Redevelopment Authority to consider the extension of the Downto.a. Tax Increment Financing District. Moved by Counexlmember Warner, seconded by Councilmember Simacek to add to the agenda the following items: I . Change the date of the second regular City Council meeting in January from January 1 1995 to January 1, 1995 due to the Mart Luther King holiday. �.. E stablish a MoratoriA nm on lw - ming Commission re- appointments, and direct the Administrative Committee to review the policy of Planning Con rnxs ion appointments. Mayor Werner called the meeting to order and the Housing and Redevelopment ment Authority to call its meeting to order. Bill Wendler provided information regarding the request of the Housing & Redevelopment Authority to extend the life of the Downtown Tax Increment Financing District. Housing & Redevelopment Authority Director John. Grossman provided infonnation regarding the Tax Increment Financing District, history -of the district, future plans for the Tax Increment Financing District and financial information regarding the Tax Increment Financing District. Housing & Redevelopment ment Authority Director John Grossmann introduced Gene Ranieri from the consulting firm of Publicorp which provided information regarding the procedure for extending the Tax Increment Financing District, experience of other cities, and information regarding the pre- 1979 Tax Increment Financing Districts. Councilmernber Morat l a arrived at : o p.m. After information was presented by City Staff and Mr. Ranieri, Mayor Werner opened the floor for co=ent from those in attendance at the meeting. After significant comment and discussion by members of the audience, and interaction with the City Council and City Staff, Mayor Wenier requested for action from the City Council. Moved by Cotmeilmember Hicks, seconded by Councilmember Moratzka to approve a Resolution directing Staff to initiate legislation to extend the term of the Tax Increment F inancing District from 2001 to 2009. Moved by Mayor Werner, seconded by Cot eilrnember Simacek to amend the original notion to extend the term of the district from 2001 to 2006 5 Ayes; Nays, Riveness, Hicks. The am endment passes.
