Hastings, Minnesota City Council Minutes August 1, 2011 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, August 1, 2011 at 7:00 PM in the Council
Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota Members Present: Mayor Hicks, City Councilmembers Alongi, Balsanek, Hollenbeck, Nelson, Schultz and Slavik.

if there were any additions or corrections to the minutes of the regular City Council meeting on July 18, 2011. Hearing none, the minutes were approved as presented. Presentation—Youth
Recycling Program Waste Management presented a check to Town & Country 4H and welcomed Boy Scout Troop #534 as the next group participating in the program. Consent Agenda Moved by Councilmember
Slavik, seconded by Councilmember Schultz to approve the Consent Agenda as presented. 7 Ayes; Nays, None. 1. Pay Bills as Audited 2. Change Order #3, 2011 Infrastructure Improvements,

Second Reading/Ordinance Amendment—Related to Electrical Inspections and Fee Ordinance Amendments Moved by Councilmember Schultz, seconded by Councilmember Hollenbeck to approve the
ordinance amendment related to electrical inspections as presented. 7 Ayes; Nays, none. Moved by Councilmember Nelson, seconded by Councilmember Alongi to approve the ordinance amendment
related to fee amendments as presented. 7 Ayes; Nays, none. Re-Establishment of Industrial Rain Gardens Public Works Director Montgomery introduced the item and noted that HEDRA has
recommended that the damaged boulevard rain gardens be reestablished, and that the cost of reestablishing those areas be billed to those property owners who have continued to mow down
the plantings despite numerous efforts the City made to halt such activity. There was discussion on the the impacts of mowing the rain gardens, the development of the rain gardens as
part of the overall improvement project, and the cost of reestablishing the rain gardens. Moved by Councilmember Alongi, seconded by Councilmember Schultz to accept HEDRA’s recommendation
regarding the reestablishment of the rain gardens. 7 Ayes; Nays, none. Review Plan—Red Rock Corridor Station Area Plan Community Development Director Hinzman and Andy Gitzlaff from Washington
County provided an overview of the planning study. The Council thanked staff for the information regarding the conceptual plans. Approve Parks and Recreation Departments Comprehensive
Advertising Program Parks & Recreation Director Bernstein introduced the item and stated that Council is being requested to approve the concept. If supportive, projected fees would be
brought forward at a later date for Council consideration. Moved by Councilmember Nelson, seconded by Hollenbeck to approve the concept as presented. 7 Ayes; Nays, none. Comments from
the Audience Sulam Hafiz, owner of ABM at 460 Spiral Boulevard, stated that he purchased the property in August 2010 and was not properly notified of the rain garden requirements. There
was discussion about the communication efforts from the City to Business Park property owners. Updates: The Finance Committee will meet on Wednesday, August 3 at 7:30 a.m. at City Hall
regarding the 2012 budget. Tuesday, August 2 is National Night Out. The City Council will hold a special workshop on Monday, August 8 at 7:00 p.m. at City Hall regarding the 2012 budget.
HEDRA will meet on Thursday, August 111 at 6:00 p.m. at City Hall. The City is co-sponsoring the Community Conversations initiative with the League of Minnesota Cities; a meeting will
be held on Thursday, August 11 from 7:30 – 9:00 at Country Inn and Suites.
