HomeMy WebLinkAbout20110718 - 20110705 CCMinutes Hastings, Minnesota City Council Minutes July 5, 2011 The City Council of the City of Hastings, Minnesota met in a regular meeting on Tuesday, July 5, 2011 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota Members Present: Mayor Hicks, City Councilmembers Alongi, Balsanek, Hollenbeck, Nelson, Schultz and Slavik Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator Melanie Mesko Lee Community Development Director John Hinzman Parks & Recreation Director Barry Bernstein Finance Director Char Stark Fire & EMS Director Mike Schutt Assistant Fire & EMS Director John Townsend Approval of Minutes Mayor Hicks asked if there were any additions or corrections to the minutes of the regular City Council meeting on June 20, 2011. Hearing none, the minutes were approved as presented. Consent Agenda Moved by Councilmember Slavik, seconded by Councilmember Nelsonto approve the Consent Agenda as presented. 7 Ayes; Nays, None. None. 1. Pay Bills as Audited2. Approve 2011 Rivertown Days Agreement 3. Renew Contracts with MN State Fire Marshal Office—School and Hotel/Motel Inspections 4. Resolution—Accept Donation from Anonymous of $51.89 to City Parks & Recreation Youth First Program 5. Authorize Hastings Alcoholic Anonymous Group to Remain in CP Adam Park Outside of Curfew Hours on July 9, 2011 6. Rescind Previous Vehicle Purchase & Authorize to Purchase New Fire Pickup Truck Public Hearing—City Code Chapters 30.02 & 154: Variances Community Development Director Hinzman introduced the item. Mayor Hicks opened the public hearing at 7:05 p.m. Hearing no comments, Mayor Hicks closed the public hearing at 7:05 p.m. Second Reading/Ordinance Amendment—City Code Chapters 30.02 & 154: VariancesMoved by Councilmember Alongi, seconded by Councilmember Schultz to approve the ordinance amendment as presented. 7 Ayes; Nays, none. Award Contract—Play Equipment Purchase for Cari & Westwood Parks Parks & Recreation Director Bernstein introduced the item and noted that the Parks & Recreation Commission has recommended that additional lighting be added at the Cari Park location, which is City of Hastings July 5, 2011 City Council Minutes Page 2 of 2 included in the cost proposal. Bernstein also noted that there will be a cost savings as a result of using volunteer labor for the installation of the equipment. Moved by Councilmember Nelson, seconded by Councilmember Alongi to award the contract as presented. 7 Ayes; Nays, none. Presentation—2010 Comprehensive Annual Financial Report Finance Director Stark introduced the item and the City’s auditor Dave Mol from HLB Tautges Redpath. Mol provided a brief overview of the CAFR. Moved by Councilmember Schultz, seconded by Councilmember Hollenbeck to approve the report as presented. 7 Ayes; Nays, none. Fire Department Paid, On-Call Availability MOU City Administrator Osberg introduced the item and provided background on the proposed MOU. Moved by Councilmember Schultz, seconded by Councilmember Hollenbeck to approve the MOU as presented. 7 Ayes; Nays, none. Updates: Alongi discussed some recent issues with the Lake Isabel siren and noted that staff staff is working on a solution. It is suspected that radio interference may be causing the intermittent issues Hollenbeck provided an update on the Red Rock Corridor project Operations Committee will meet on July 12 at 7:30 a.m. at the Cal Ruedy Public Works Facility. Balsanek stated concern about the trail crossings along Nininger Road (CR 42) Parks and Recreation Committee will meet on Tuesday, July 12 at 6:00 p.m. at City Hall HEDRA will meet on Thursday, July 14 at 6:00 p.m. at City Hall Rivertown Days will be July 15, 16, and 17.
