Resolution: Comp Plan Review of Property Sale –Minnesota DNR
Action Requested:
The Planning Commission is asked to adopt the attached resolution finding that the sale of
property within South Pinesto the Minnesota Department of Natural Resources is in
compliance with the Comprehensive Plan
Background Information:
The City of Hastings acquired SOUTH PINES Outlot D via land dedication in 1994. The
property is 24.6 acres and contains a storm water pond, and a large area of undisturbed
prairie. The property is much lower in elevation than surrounding property and landlocked.
The City of Hastings acquired SOUTH PINES 3, Outlot A via land dedication in 1999. The
property is 1.05 acres and provides access to the storm water pond.
The prairie within Outlot D is one of the largest undisturbed prairie land within the County.
The would manage the preservation. Easements have been established to allow for
maintenance of the pond.
Statutory Requirements:
Minnesota State Statutes Chapter 462.356 requires Planning Commission to review all sales
and acquisition of municipal property to ensure conformance with the general
(comprehensive) plan.
Comprehensive Plan Review:
The Hastings Comprehensive Plan was adopted in October, 2010 and can be found at
http://www.ci.hastings.mn.us/CommunityDevelopment/PLN2030CompPlan.html. The
property sale conforms to the plan as follows:

Hastings such as wooded hillsides, wetlands, floodplains and waterfronts. Purchase of the property
by the DNR would improve management of the prairie.

Safeguard and improve environmental
features as a means of promoting sustainable urban development, revitalization and
quality of life.Sale would safeguard and improve prairie management.

RESOLUTION OF THE CITY OF HASTINGS PLANNING COMMISSION FINDING
THAT SALE OF CITY PROPERTY LOCATED WITHIN SOUTH PINES CONFORMS
TO THE GENERAL PLANS FOR THE DEVELOPMENT AND REDEVELOPMENT OF
THE CITY.
WHEREAS
, the City of Hastings("City") owns propertylegally described as Outlot D,
SOUTH PINES, and Outlot A, SOUTH PINES 3(“Property”); AND
WHEREAS
,The Minnesota Department of Natural Resourceshas proposed to acquire
the Property to better protect and manage the existing prairie; AND
WHEREAS
, The Planning Commission of the City of Hastings is charged with
reviewing municipal property acquisitions and sales to determine conformance with the general
plans of the City.
NOW, THEREFORE, BE IT RESOLVED
by the Planning Commission that sale of
Property conforms to the general plans of the city as follows:
1)Purchase of the property by the DNR would improve management of the prairie.
2)Sale would safeguard and improve prairie management.
