Resolution: Comp Plan Review of Property Sale – Carlson Capital
Action Requested:
The Planning Commission is asked to adopt the attached resolution finding that the sale of
Hastings Economic Development and Redevelopment Authority (HEDRA) property on
Block 29 is in compliance with the Comprehensive Plan
Background Information:
The Hastings Housing and Redevelopment Authority (HRA) purchased the property in 2003.
The property formerly contained a tri-plex that was demolished in 2003 as well. Carlson
Capital has made an offer to acquire the property and construct a +/- 3,800 s.f. office
building.
Statutory Requirements:
Minnesota State Statutes Chapter 462.356 requires Planning Commission to review all sales
and acquisition of municipal property to ensure conformance with the general
(comprehensive) plan.
Comprehensive Plan Review:
The Hastings Comprehensive Plan was adopted in October, 2010 and can be found at
http://www.ci.hastings.mn.us/CommunityDevelopment/PLN2030CompPlan.html. The
property sale conforms to the plan as follows:

Small Town Character:
Protect the look and feel of older neighborhoods and

seek to extend traditional neighborhood design principles into new areas. Design of the office
building complements the historic architecture of area buildings including City Hall
3. Neighborhood Protection and Improvement:
Keep older neighborhoods
attractive and vital through improved streets, parks and services, code enforcement,
design standards and selective redevelopment. Redevelopment of the parcel will assist the
surrounding neighborhood’s attractiveness and vitality.
4. Natural Environment:
Protect and enhance the major natural features of
Hastings such as wooded hillsides, wetlands, floodplains and waterfronts.
Redevelopment will preserve mature oaks on the site.
Land Use Objectives – Applicable
Objective 2 – Sustainable Growth.
Grow by investing in established areas, carefully
planning new neighborhoods, providing attractive public amenities and protecting
environmental resources. Sale would allow investment in an established area and
protect the existing oaks.
Objective 8 -- Environmental Resources:
Safeguard and improve environmental
features as a means of promoting sustainable urban development, revitalization and
quality of life. Sale would safeguard trees and add vitality to the neighborhood.
Objective 9 – Redevelopment:
Restore underutilized urban and riverfront properties
to viable commercial, residential or recreational opportunities. Sale would restore
underutilized urban properties for commercial opportunities.
Objective 10 – Inappropriate Land Use:
Reduce land use conflicts through
redevelopment of blighted, vacant or underutilized properties, enhanced buffering or
screening, and improved building and site design. Sale completes the redevelopment
of a former blighted property.

RESOLUTION OF THE CITY OF HASTINGS PLANNING COMMISSION FINDING
THAT SALE OF HASTINGS ECONOMIC DEVELOPMENT AND REDEVELOPMENT
PROPERTY ON BLOCK 29, TOWN OF HASTINGS CONFORMS TO THE GENERAL
PLANS FOR THE DEVELOPMENT AND REDEVELOPMENT OF THE CITY.
WHEREAS
, the Hastings Economic Development and Redevelopment Authority
("HEDRA") owns property generally located on Lots 1 and 2, Block 29, TOWN OF HASTINGS
(“Property”); AND
WHEREAS
, The Property was acquired for redevelopment purposes as outlined in the
Hastings Comprehensive Plan; AND
WHEREAS
, Carlson Capital has proposed to acquire the Property to construct a +/-
3,800 s.f. office building; AND
WHEREAS
, The Planning Commission of the City of Hastings is charged with
reviewing municipal property acquisitions and sales to determine conformance with the general
plans of the City.
NOW, THEREFORE, BE IT RESOLVED
by the Planning Commission that sale of
Property conforms to the general plans of the city as follows:
1)Design of the office building complements the historic architecture of area buildings
including City Hall
2)Sale would allow investment in an established area and protect the existing oaks.
3)
Sale would safeguard trees and add vitality to the neighborhood.
4)Sale would restore underutilized urban properties for commercial opportunities.
5)Sale completes the redevelopment of a former blighted property.
