HomeMy WebLinkAbout#8 Site Plan TildenPlanning Commission Memorandum To: Planning Commission From: Kari Barker, Associate Planner Date: June 13, 2011 rd Item: Site Plan Review – Parking Lot - #2011-22 – 855 W 3 St Planning Commission Action Requested: The Planning Commission is asked to rd review the proposed Site Plan for a parking lot at 855 W 3 St. Background Information: As part of the Tilden Community Center Building, the existing playground area will be repaved and converted to thirty parking stalls. There will also be a loading and unloading space for cars or small buses. The building formerly housed the kindergarten program for Hastings Public Schools. It is being converted to a Community Center Building. The subject property is zoned R-2, Medium Density Residence. Public schools are a permitted use in the R-2 zoning district. Existing and proposed setbacks are acceptable. Parking Requirements are as follows: Type Calculation Quantity 1 per class + 1:30 Elementary Classes - 8 students 16 High School Post Secondary Classes - 1 per class + 1:6 2students 12 Office Space - 3,160 sf 1:300 sf 11 TOTAL SPACES 39 Thirty-nine parking spaces are required based on the square footage and usage of the building. Forty-one spaces are provided. Based on the small size of the addition, landscaping is not regulated other than assuring trees or plants are not diminished. No landscaping will be diminished. Notification was sent to property owners within 350 feet of the proposed parking lot. Questions were received pertaining to the existing playground equipment and whether it would remain in its present location. The response from the school district is as follows, β€œAt this point the District is still making decisions about the playground. To minimize maintenance and upkeep the playground will be down sized because the students at the school will be younger and the equipment is too big for them. There had been some discussion on moving some pieces to the west side of the building, however that is not in the present plan. The piece or pieces that remain will stay in the present playground area.” Condition of Approval: 1)Submit construction plans prepared and signed by a licensed Professional Engineer for the parking lot, drainage, and work in the right-of-way.
