The Planning Commissionis asked to review the Site Plan foran expansion toRegina
Medical Center.
Background Information:
The 3,500 square foot addition will result in 6 new resident rooms. There will be no increase
in residents or staff, just a redistribution of rooms to allow for more private rooms.
In August 2004, the City Council approved the Preliminary and Final Plat of Regina Medical
Center Addition located on 13.09 acres on the east side of Pleasant Dr, between Nininger Rd
st
and 1St W. The request involved the platting of one lot and two outlots.
In 2006, the City Council approved a Site Plan for a 75,000 square foot addition. The
hospital expansionwas intended tolink together the existing buildings of Regina Clinic,
Allina Clinic, and Regina Medical Center andincluded creating a new out-patient entry off
of Pleasant Avenue and expansion of the Medical/Surgical areas.Only portions of this
project were finished.
On May 18, 2011, Regina Medical Center held a neighborhood meetingto discuss the current
expansion. No major concerns from neighbors were brought forward during the meeting.
Comprehensive Plan Classification
The 2030 Comprehensive Plan designates the property as I, Institutional. The proposed use is
consistent with the plan.
Zoning Classification
The subject property is zoned PI, Public Institution. Hospitals and other medical care facilities are
identified as “permitted uses” in the PI, Public Institution District.
Adjacent Zoning and Land Use
The following land uses abut the property:

EAW/EIS
Neither an Environmental Assessment Worksheet (EAW) nor an Environmental Impact Statement (EIS)
is required for this project per the Environmental Review Rules. The Regina Medical Center Expansion
will be a total of 3,500 square feet. Thus, the expansion is well under the square footage that would
require an EAW or EIS.
SITE PLAN REVIEW
Zoning Setbacks
The new addition will be equal to or less than the setbacks of the other buildings on the site. Thus, zoning
setbacks are acceptable.
Access and Circulation
Parking lot and driveway access will not change. There will be an entrance at First Street. Internal traffic
circulation is logical.
Parking
There is not a need for additional parking on site as there will not be an increase in residents or staff.
Architectural Elevations
The south and west elevations are composed of glass and brick to match the existing exterior materials.
The north elevation and entry consists of stone veneer and glass.
Building design and materials meet architectural appearance standards.
Trash and Recycling Enclosure
All waste refuse facilities shall be located in one enclosed building matching the primary building.
Outside dumpsters are prohibited.
Landscape Plan
A complete Landscape Plan is not required as the project is less than 25% of the total buildings area.
Four trees will be moved as part of the expansion including two 12” deciduous trees and two 18”
deciduous trees.
The Landscape Plan is acceptable under the following conditions:

Replacement trees shall consist of "certified nursery stock" or state inspected
transplant stock as defined by Minnesota Statutes 18.46.
Species Requirement
Where ten or more replacement trees are required, not more than fifty (50) percent of
the replacement trees shall be of the same species without the approval of the City.
Lighting Plan
Lighting illumination shall be at least 2 feet candle at drive entrances and no more than 0.5 feet candle
elsewhere along the perimeter of the property.
Signage
Signage has not been indicated on the site plan and will be administratively permitted under a separate
sign permit application. Although sign permit review will take place after site plan approval, the
following regulations are applicable: The monument sign is limited to 50 square feet in size and must be
no greater than 9 feet high (with a three foot base). Building signage is limited to 5 percent of the
elevation or 40 square feet (whichever is greater). Directional signs are allowed up to 4 feet in height and
2 square feet in size.
Grading and Utility Plans
Preliminary Grading and Utility Plans have been submitted for review. The Grading and Utility Plan is
acceptable under the following conditions:
1)A street opening permit will need to be obtained through the Engineering Department before work is
performed in the public right-of-way and easement.
2)Fire hydrant on northern property line must be replaced.
RECOMMENDATION
Approval of the site plan is recommended subject to the following conditions:
1)Conformance with the plans submitted with the Planning Commission Report presented June 13,
2011.
2)A street opening permit will need to be obtained through the Engineering Department before
work is performed in the public right-of-way and easement.
3)Fire hydrant on northern property line must be replaced.
4)All disturbed areas on this property shall be stabilized with rooting vegetative cover to eliminate
erosion problems.
5)The disturbed areas of the site shall be maintained to the requirements of the City’s property
maintenance ordinance.
6)Final approval of the development grading and utility plans by the City of Hastings. The applicant
shall be liable for any costs involved in consultant review of the plans.
7)Monument signs shall be architecturally consistent with the buildings on site and incorporate similar
materials into their construction.
8)Approval is subject to a one year Sunset Clause; if significant progress is not made towards
construction of the proposal within one year of City Council approval, the approval is null and void.
9)All waste refuse facilities shall be located in one enclosed building matching the primary building.
Outside dumpsters are prohibited.
10)Fencing, walls, and landscaping must not encroach into the 25 feet site triangle area.
11)Lighting illumination shall be at least 2 feet candle at drive entrances and no more than 0.5 feet
candle elsewhere along the perimeter of the property.
12)Removal of four trees shall be replaced with trees acceptable to the City of Hasting Tree Preservation
Policy.
