Hastings, Minnesota City Council Minutes May 16, 2011 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, May 162, 2011 at 7:00 PM in the Council
Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota Members Present: Mayor Hicks, City Councilmembers Balsanek, Hollenbeck, Nelson, Schultz and Slavik Councilmember
Alongi left the meeting at 7:35 p.m. Councilmember Balsanek arrived at 7:40 p.m. Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator

or corrections to the minutes of the regular City Council meeting on May 2, 2011. Hearing none, the minutes were approved as presented. Consent Agenda Moved by Councilmember Alongi,
seconded by Councilmember Slavik to add the appointment of Adam Estenson to the Planning Commission to the Consent Agenda. Moved by Councilmember Slavik, seconded by Councilmember Alongi

Purchase of 11th Street Right of Way Public Works Director Montgomery introduced the item. Jeremy Klyssen, 1102 Tyler Street, stated that he thought he owned the property in question
and requested that the Council delay action for the property owners to continue to discuss a resolution. Moved by Councilmember Alongi, seconded by Councilmember Nelson to table this
item to the June 6, 2011 Council meeting and refer the issue to the Operations Committee of the Council for further discussion. 6 Ayes; Nays, none. Resolution—Adopt 11th Street Assessments
Moved by Councilmember Alongi, seconded by Councilmember Schultz to approve the resolution for all properties excluding the block between Tyler and Ramsey which is still be negotiated.
6 Ayes; Nays, none. Resolution—Award Contract: 2011 Infrastructure Improvement Program Moved by Councilmember Slavik, seconded by Councilmember Nelson to approve the resolution awarding
the contract to Friedges as presented. 6 Ayes; Nays, none. Presentation of 2011 Historic Preservation Awards by HPC Amy Martin, vice chair of the HPC, presented the following awards.

the item. Mayor Hicks opened the public hearing at 7:44 p.m. Hearing no comments, Mayor Hicks closed the public hearing at 7:44 p.m.

Medium Density (600 7th Street East) Moved by Councilmember Schultz, seconded by Councilmember Hollenbeck to approve the first reading as presented. 6 Ayes; Nays, none. Order Public
Hearing—Vacation of Easement #2011-15: South Half of 7th Street between Lea and Bass Moved by Councilmember Schultz, seconded by Councilmember Nelson to approve ordering the public hearing
as presented. 6 Ayes; Nays, none. Designate Hastings Music Festival as a Special Event in the City of Hastings and Approve Event with Conditions Moved by Councilmember Nelson, seconded
by Councilmember Schultz to approve the event as presented. 6 Ayes; Nays, none. Updates: HPC will meet on Tuesday, May 17 at 7 City Hall. Planning Commission will meet Monday, May 23
at 7:00 p.m. at City Hall City offices will be closed on Monday, May 30 for Memorial Day holiday. The next City Council meeting will be Monday, June 6, 2011 at 7:00 p.m. at City Hall.
