HomeMy WebLinkAbout20110418 - VIII-C-2.pdf City Council Memorandum To: Mayor Hicks & City Councilmembers From: Dave Osberg, City Administrator Date: April 14, 2011 Item: Vacant Property Registration Ordinance Council Action Requested: Staff would recommend the City Council take action considering cancelling the May 2, 2011 scheduled public hearing and 2nd Reading of the Vacant Property Registration Ordinance, and direct Staff to conduct further research on the contents of the Ordinance, and to confirm its purpose and intended outcomes. Background Information: the present time, the 2nd Reading and Public Hearing for the Vacant Property Registration Ordinance is scheduled for Monday May 2, 2011. The first reading was conducted on April 4, 2011. Currently, the Administrative Committee has a meeting scheduled for Tuesday morning April 19, 2011 at 7:00 AM to discuss the contents of the Ordinance further. Staff feels that additional time may be warranted to conduct further research on the contents of the ordinance and the intended outcomes. There has been been considerable discussion among the community, a variety of questions on the Ordinance, and in some respects a pattern of concerns shared with me by the City Council on the willingness to support such an Ordinance at this time, if at all. Thus, rather than continue with further consideration of the Ordinance, the City Council may wish to consider cancelling the Administrative Committee Meeting on April 19, 2011; cancel the Public Hearing and 2nd Reading scheduled for May 2, 2011 and direct Staff to conduct further research on the contents of the Ordinance, confirming its purpose and intended outcomes. Such action is supported by Mayor Hicks and Administrative Committee Chair Barb Hollenbeck, based upon discussions I have conducted with them this week.
