HomeMy WebLinkAbout20110418 - CC Minutes 20110418 Hastings, Minnesota City Council Minutes April 4, 2011 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, April 4, 2011 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota Members Present: Mayor Hicks, City Councilmembers Balsanek, Hollenbeck, Nelson, Schultz and Slavik City Councilmember Alongi arrived at 7:03 p.m. Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator Melanie Mesko Lee Public Works Director Tom Montgomery City Engineer Nick Egger Parks & Recreations Director Barry Bernstein Police Chief Paul Schnell Approval of Minutes Mayor Hicks asked if there were any additions or corrections to the minutes of the regular City Council meeting on March 21, 2011. Hearing none, the minutes were approved as presented. Consent Agenda Moved by Councilmember Slavik, seconded by Councilmember Nelson to approve the Consent Agenda as presented. 6 Ayes; Nays, None. 1. Authorize Solicitation of Quotes for the 2011 Cul-De-Sac Program and 2011 Crack Seal Program 6. Resolution 04-01-11—Approve 2011 Sealcoat Program and Authorize Advertisement for Bid 7. Resolution 04-02-11—Accepting $100 Donation from Raider Nation Youth Baseball for Purchase of Baseball Bases for City Park 8. Resolution 04-03-11—Accepting $89 Donation from Jessica Bierbrauer for a Memorial Dog Waste Station at the LeDuc Historic Estate 9. Resolution 04-04-11—Accepting $51.90 Donation from the United Way for the Park and Recreation Department Public Hearing—Declaring Sand Coulee Property Excess: Outlot D South Pines Addition and Outlot A South Pines 3rd Addition Montgomery introduced the item and commended the Friends of the Mississippi River on their work on this project. project. Approval of DNR Option to Purchase Agreement Moved by Councilmember Alongi, seconded by Councilmember Balsanek to approve this item as presented. 7 Ayes; Nays, none. Remove from Table: Resolution—Order Improvement, Approve Plans, and Authorize Advertisement for Bid: 2011 Infrastructure Improvements Program Moved by Councilmember Nelson, seconded by Councilmember Hollenbeck to remove the item from the table. 7 Ayes; Nays, none. Egger stated that the Operations Committee has met and discussed an updated alignment at McNamara & 17th Streets to make the streets safer and to avoid shortcutting by drivers. Marian Endres, 1001 14th Street, inquired about the process for moving sprinklers during the project. Egger noted that staff provides regular communication to property owners and will work on those individual needs. Jim McNamara, 947 West 14th Street, inquired about the staging of the project near the middle school. Egger noted that significant work won’t start until after school is out, and is expected to be completed by the time school starts in the fall. It was noted that once a contractor has been selected, a timeline will be developed and there will be project phases. There was additional discussion about communication efforts between the City and property owners during the project. Remove from Table: Resolution—Adopt Assessment for 2011 Infrastructure Improvements Program: 11th Street Moved by Councilmember Nelson, seconded by Councilmember Schultz to remove the item from the table. 7 Ayes; Nays, none. Egger stated that staff continues to work with property owners. Moved by Councilmember Alongi, seconded by Councilmember Schultz to table this item to no later than the May 2, 2011 Council meeting. 7 Ayes; Nays, none. The Council thanked Bernstein for the report. First Reading/Order Public Hearing on Ordinance Amendment—Vacant Housing Registration Osberg introduced the item. There was discussion about the proposed language. Moved by Councilmember Schultz, seconded by Councilmember Nelson to approve the first reading and order a public hearing for May 2, 2011. The issue was also referred back tot eh Administrative Committee for another meeting to include the real estate community. 7 Ayes; Nays, none. First Reading/Order Public Hearing on Ordinance Amendment—False Alarm Registration Moved by Councilmember Slavik, seconded by Councilmember Hollenbeck to approve the first reading and order a public hearing for the April 18, 2011 Council meeting. 7 Ayes; Nays, none. First Reading/Order Public Hearing on Ordinance Amendment—Fee Amendments Moved by Councilmember Nelson, seconded by Councilmember Alongi to approve the first reading and order a public hearing for May 2, 2011. 7 Ayes; Nays, none. Comments from the Audience T. Price Reuter, Edina Realty, questioned the need for the vacant housing registration ordinance and requested additional public input. It was noted that the Administrative Committee will meet again on this topic. Updates: There will be a workshop on Hudson Reuse on Tuesday, April 5 at 6 p.m. in the Community Room. Planning Commission will meet on Monday, April 11 at 7 p.m. at City Hall. Parks & Recreation Commission will meet on Tuesday, April 12 at 6 p.m. at City Hall. HEDRA will meet on Thursday, April 14 at 6 p.m. at City Hall. Closed Door Session—Discuss 2011 Labor Union Contract Negotiations Moved by Councilmember Schultz, seconded by Councilmember Hollenbeck to adjourn the regular meeting at 8:16 p.m. to go to a closed door session for purposes of labor negotiations. 7 Ayes; Nays, none. Mayor Hicks opened the closed door session at 8:8:21 p.m. Moved by Councilmember Nelson, seconded by Councilmember Slavik to adjourn the closed door session at 9:04 p.m. to return to the regular meeting. 7 Ayes; Nays, none.
