DETERMINATION OF QUORUM Proclamation—Recognizing the launch of United In Hastings: The E-Volunteer Network The proclamation was read and a number of community representatives talked about the value of the website Presentation—Hastings Bridge Project and Traffic Update Steve Kordosky of MnDOT provided an update of upcoming bridge activities. A public open house will be Thursday, March 31 at City Hall from 2-6 p.m. and updates are also available on the website www.dot.state.mn.us/hastingsbridge IV. APPROVAL OF MINUTES Approve Minutes of the Regular Meeting on March 7, 2011 Minutes approved as amended V. COUNCIL ITEMS TO BE CONSIDERED VI. CONSENT AGENDA The items on the Consent Agenda are to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember or citizen so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. Resolution 03-10-11 —Approving Licensee Name Change for Bierstube, Inc. VII. AWARDING OF CONTRACTS AND PUBLIC HEARINGS 1. Public Hearing—2011 Infrastructure Improvements Program Egger introduced the proposed improvements PH opened at 7:31 p.m. Questions were received regarding assessment rate, scope of project, staging, alleys, traffic speed, street alignment, assessment abatement, and appeal process Hearing no further comments, the PH was closed at 8:20 p.m. 2. Public Hearing—2011 Infrastructure Improvements Program Assessments PH opened at 8:50 Questions were received regarding individual property assessment calculations; staff will meet individually with those property owners Hearing no further comments, the PH was closed at 8:55 p.m. VIII. REPORTS FROM CITY STAFF A. Public Works 1. Resolution—Order Improvement, Approve Plans, and Authorize Advertisement for Bid: 2011 Infrastructure Improvements Program Alongi, Slavik to order the improvements as presented 6-0 There was discussion over 17th/McNamara configuration, change in process of when assessments are adopted Alongi, Nelson to amend original motion to have staff meet with the Operations Committee about the 17th/McNamara configuration and report back at the April 4 meeting 6-0; original motion was amended Alongi, Slavik to table the entire resolution until April 4, 2011 5-1; Balsanek voting against 2. Resolution—Adopt Assessment for 2011 Infrastructure Improvements Program Alongi, Nelson to table the resolution until April 4, 2011 5-1; Balsanek voting against 3. Resolution—Adopt Assessment for 2011 Infrastructure Improvements Program: 11th Street Nelson, Hollenbeck to table the resolution until April 4, 2011 6-0 B. Community Development C. Administration 1. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS: Montgomery provided a flood update, which indicates that the level is one foot higher than previous predictions. Bless Hastings is coordinating volunteer efforts, and plan to fill sandbags on Saturday, March 26. More information is available on the City’s website Mayor Hicks noted that comments regarding the 2011 improvement project may be made at the April 4 meeting Administrative Committee will meet on Wednesday, March 23 at 7:30 a.m. at City Hall A neighborhood meeting will be held on Thursday, March 24 at 6:00 p.m. at City Hall regarding the proposed Kwik Trip development There will be a neighborhood meeting on Wednesday, March 30 at 6:00 p.m. at the Fire Station regarding flooding of East Hastings and Railroad crossing There will be a bridge open house on Thursday, March 31 from 2:00 – 6:00 p.m. at City Hall Councilmember Balsanek will attend a dinner for deploying military members on Sunday, March 27 at the Point Restaurant XIII. ADJOURNMENT: 9:06 p.m. Regular City Council Meeting on Monday, April 4, 2011 at 7:00 p.m.
