HomeMy WebLinkAbout20110307 - VI-06To: Honorable Mayor & City Council From: Nick Egger — City Engineer Date: March 2, 2011 Re: Feasibility Report, Assessments, and Public Hearings for 2011 Infrastructure Improvements Council Action Requested: Enclosed for Council approval is a resolution accepting the Feasibility Study for the proposed 2011 Infrastructure Improvements, ordering a public hearing on the project, declaring the amount to be assessed to abutting properties, and ordering a separate public hearing to consider the assessments during the March 21S Council meeting. The Feasibility Study will be handed out at the March 7 th Council meeting. Background Information: Neighborhood open house meetings were held on February 8 th -10 to receive comments from the affected property owners. A memo describing the project in detail and including comments on the project received at the open house meetings will be included in the Council packet for the March 21S meeting. MN 55033-1955 • p.651 2354 + 1:651-4374082 0 1MMPMI.cLhawisnp, FIn.us CITY OF HASTINGS DAKOTA COUNTY, MINNESOTA Resolution No. RESOLUTION RECEIVING FEASIBILITY & ASSESSMENTS REPORT, DECLARING THE AMOUNT TO BE ASSESSED, AND ORDERING PUBLIC HEARINGS FOR THE 2011 INFRASTRUCTURE IMPROVEMENTS PROGRAM AND RELATED ASSESSMENTS WHEREAS, pursuant to resolutions 9 -9 -2010 and 11 -10 -2010 of the City Council, a report has been prepared by the City Engineer and submitted to the City Council with reference to the following project: 2011 -1 2011 INFRASTRUCTURE IMPROVEMENTS — with various levels of reconstruction on I I Street East between Sibley Street and Tyler Street, 12 Street West, 14` Street West from Pine Street to Pleasant Drive, 15 Street from Tyler Street to Bailly Street, 17 Street East from Ramsey Street to Sumner Street, Bailly Street Blueberry Lane, Blueberry Court, Hillside Street between le and 15 Streets, Hillside Court, Honeysuckle Lane, McNamara Street, North Frontage Road, Prairie Street between 14 & 15 Streets, Rosemary Court, Sumner Street, Sun Valley Lane, View Court, Whispering Court, and Whispering Lane and, WHEREAS, the total cost of said improvements is $5,683,459.44 and of this cost $1,545,904.65 is proposed to be assessed. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS; that 1. The City Council hereby receives said Feasibility & Assessments Report and will consider the improvements in accordance with said report. The Council will further consider assessment of the benefited abutting property for a portion of the cost of the improvements pursuant to Chapter 429 of the Minnesota Statutes at a currently estimated cost of the improvements of $5,683,459.44 2. The amount of proposed assessments for the 2011 Infrastructure Improvements program is hereby declared to be: $1,545,904.65. 3. A public hearing will be held on such improvements at 7:00 PM, Monday, March 21, 2011 at City Hall at 101 E. 4th Street, and the City Clerk shall give mailed and published notice of such hearing and improvements as required by law. 4.
