WHEREAS, the Hastings Police Department has had a successful police service dog K- program that has honorably and ably served the City for many years; and WHEREAS in 2005 Hastings Police Officer Michael Schmitz was selected to serve as the department's police service dog handler and completed a comprehensive and demanding training program with his canine partner "Eis"; and HERE.A S, upon completion of the training pro yarn Officer Schmitz and Eis began a successful partnership of service to the City; and WHEREAS, Officer Schmitz and Eis were responsible for the apprehension of numerous crimi suspects, and the effective and efficient completion of countless building and evidence searches; and WHEREAS, during their partnership, Eis and Officer Schmitz demonstrated the unique skills and abilities of police service clogs to thousands of local residents and visitors at community, civic, and school everts; and WHEREAS, Eis, who is now -- gears --old and has served the City of Hastings for six of those years, developed health problems of a degenerative nature, which may ultimately impact the safety of his handler and himself; and WHEREAS, the Hastings Police Department received a matching grant of $4,000.00 from the Saint Paul Police Canine Foundation and continues to successfully secure the local match through donations, allowing the department to secure a new police service dog; and WHEREAS, Eis was retired from service with the City of Hastings at the completion of his tour of duty on March 6, 2011; and WHEREAS, officer Schmitz will begin training the new Hastings police service dog, oy, on March 7, 2011, and WHEREAS, the relationship between the police officer handler and K-9 is unique and historied, and it is commonplace for official ownership of the retired police service dog to be transferred to the officer handler; and WH EREAS, Officer Schmitz has agreed to assume ownership, responsibility, and control of Eis effective with the completion of his service to the City. NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Hastings, Minnesota; 1. That the faithful, valued, and committed service of Hastings police service dog, Ei, is hereby acknowledged and lauded; and 2. That the care and training of Eis prodded by Hastings Police Officer Michael Schmitz is recognized and commended; and 3. That full ownership, control, and responsibility for Eis shall he transferred to Officer Schnitz and the Chief of Police is authorized to complete such transfer on behalf of the City; and 4. That the transfer of ownership to Officer S ch itz shall be without remuneration, recognizing the special bond and unique characteristics of police service dogs; and 5. That the City Attorney shall prepare a Bill of Sale transferring ownership from . the City to Officer Schmitz to be executed by Officer Schmitz and the Chief of Police on behalf of the City, and 6. That the City Council extends best wishes to Officer Schmitz and our new police service dog, Ozzy, as they train for full deployment and service to our community in late May 2 011.
