Item: Personnel Policy Amendment--Discipline
Council Action Requested:
Approve the attached amendment to Chapter 9 of the City's personnel policy, which would permit
department heads to administer discipline up to and including suspensions without pay as part of
the disciplinary process
Background Information:
Periodically, the City reviews sections of the Personnel Policy for updates or changes. Currently,
the City Administrator is the only one who is able to administer a suspension (with or without
pay). The City Administrator would remain as the authorized official to demote or dismiss an
employee. The City Council is the authority to dismiss department heads. This change is
intended to better align the role of department heads in the grievance/appeal process of the
discipline policy with regards to an employee’s right to appeal a discipline. Please see the
proposed language change below.

a. Discipline
i. Progressive Discipline
3) Suspension
Department heads or the City Administrator may suspend an employee, with or without
pay. Documentation to the employee should include:
• Notice of suspension;
• Violation that occurred;
• Previous discipline;
• Effective time of the suspension;
• That the suspension will be unpaid;
• Consequences of additional violation(s), up to and including dismissal
Employees will be given one copy of the suspension notice to sign, acknowledging
receipt. Documentation will be placed in the employee’s file.
Exempt employee may be suspended without pay for disciplinary reasons in period of
one or more complete work weeks unless the suspension is because of a major safety
violation.
This change was distributed to employees through email and included in a recent employee
newsletter for comment. No comments were received on this proposed change.
