Council Action Requested:
Approve Resolution accepting a sub-grant administered through Dakota County.
Background Information:
At the January 18, 2011 City Council meeting, action was taking to accept this sub-grant and
authorized a budget transfer. This sub-grant is for the sole purpose of purchasing 3 dual-band
radios, allowing interoperable communicaitons with our mutual-aid agencies not operating on the
800 mhz radio system. Dakota County is requesting a resolution on our behalf to finalize the
grant process.
Financial Impact:
As approved at the January 18, 2011 city council meeting, the city would initially pay the invoice
of 16,909.05 and be reimbursed by Dakota County. There is no financial impact with this
requested.

RESOLUTION 2011- __________OF THE CITY OF HASTINGS
ACCEPTANCE OF SUB-GRANT WITH DAKOTA COUNTY
WHEREAS, the Minnesota Department of Public Safety (MDPS) received a grant from
the United States Department of Homeland Security (2008 Homeland Security Grant
Program) for improvements to homeland security preparedness; and
WHEREAS, the MDPS entered into an agreement with the Metropolitan Emergency
Services Board (MESB) for the purpose of improving interoperable communications; and
WHEREAS, Dakota County and the City of Hastings have identified the need for radio
equipment to communicate with public safety agencies in the State of Wisconsin that
operate on the VHF band;
WHEREAS, the Dakota County requested and was awarded funds from the MESB for
the purpose of purchasing radios that operate in the 800 MHZ and VHF band (Dual Band
Radios); and
WHEREAS, by Resolution No. 10-053 (January 26, 2010), the Dakota County Board of
Commissioners approved the execution of a 2008 Homeland Security Sub-Grant
Agreement with the MESB for dual band radios; and
WHEREAS, the City of Hastings and Dakota County are desirous of entering into a Sub-
Grant Agreement to fund the cost of radios that operate in the 800 MHZ and VHF band
to facilitate interoperable communications for the Hastings Fire Department with public
safety agencies that operate in the VHF band.
NOW, THEREFORE, BE IT RESOLVED, That the Hastings City Council hereby
authorizes the City to execute a Sub-Grant Agreement with the Dakota County to fund
the cost of the dual band radio equipment in an amount not to exceed $16,909.05.
This Resolution was declared duly passed and adopted and was signed by the Hastings
Mayor and attested to by the Hastings City Council this 20th day of October, 2008.
