Item: Public Hearing and Second Reading--Proposed Fee Adjustments
Council Action Requested:
Conduct the public hearing and approve the second reading/ordinance amendment approving fee
adjustments to the City's fee ordinance.
Background Information:
At the January 18 Council meeting, the City Council approved the first reading and ordering a
public hearing and consideration of a second reading/ordinance amendment for the attached fee
adjustments.
Periodically, City staff reviews the comprehensive fee ordinance. Attached are fee adjustments
which have been included as part of the 2011 budget and are being recommended for adoption .
When reviewing, staff looks at incurred costs (external and staff) for providing the service.
Additionally, staff recommends addition of a new section (34.04), which provides the City an
opportunity to capture staff time costs for services which may be specially requested and/or non-
routine in nature. An example of this would be the request for a specific kind of map to be
prepared; this new language would provide the City the opportunity to capture the staff costs for
generating the special request, and pass that fee to the requestor.
Financial Impact:
Minimal; one fee (pawn shop transaction fee) is proposed to decrease as a result of a decrease in a
cost being charged to the City. Other fee adjustments are being proposed to more accurately
capture staff and/or incurred costs for providing services.

AN ORDINANCE OF THE CITY OF HASTINGS, MINNESOTA
AMENDING CHAPTER 34 OF THE HASTINGS CITY CODE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS
FOLLOWS:
Sections 34.03 of the Hastings City Code shall be amended as follows and Section 34.04 of the
Hastings City Code shall be established as follows.
The fees for licenses, permits, municipal services, rentals and leases are set forth below.

34.04. Special or Non-Routine Services by City Departments; fees.
(a) Any city department that furnishes special or non-routine services to any person or
organization, other than services which it is required by law to perform without fee, may charge
the person or organization requesting such services a fee as set by council ordinance for that type
of service. If no fee has been adopted for a special or non-routine service, a fee may be changed,
which may not exceed the staff cost of performing such service(s).
ALL OTHER SECTIONS SHALL REMAIN UNCHANGED
