HomeMy WebLinkAbout20110118 - CC Minutes 20110103 Hastings, Minnesota City Council Minutes January 3, 2011 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, th January 3, 2011 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4 Street, Hastings, Minnesota Members Present: Mayor Hicks, City Councilmembers Alongi, Balsanek, Alongi, Hollenbeck, Nelson, Schultz and Slavik Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator Melanie Mesko Lee Community Development Director John Hinzman Public Works Director Tom Montgomery Police Chief Paul Schnell Fire & EMS Director Mike Schutt Proclamation—Recognizing Bob Hollenbeck The Council read and adopted a proclamation recognizing Bob Hollenbeck’s contributions to the community. Barb Hollenbeck accepted on behalf of Bob. Certificate of Appreciation: Planning Commissioner Steve Zeyen Zeyen was thanked for his years of service to the commission and the city. Presentation of 2010 Employee Recognition Awards Firefighter Jim Gelhar was present to be recognized for 15 years of service and Fire Inspector Al Storlie was also present to be recognized for 25 years as a member of the paid, on- call department. All employees were thanked for their years of service. Approval of Minutes Mayor Hicks asked if there were any additions or corrections to the minutes of the regular City Council meeting on December 20, 2010. Hearing none, the minutes were approved as presented. Consent Agenda Moved by Councilmember Slavik, seconded by Councilmember Nelson to approve the Consent Agenda as presented. 7 Ayes; Nays, None. 1. Resolution—Outdoor Warning Siren System Narrow Banding City of Hastings January 3, 2011 City Council Minutes Page 2 of 2 Public Hearing—Ordinance Amendment for Home Occupations Hinzman introduced the item and recommended approval. Mayor Hicks opened the public hearing at 7:18 p.m. Hearing no comments, Mayor Hicks closed the public hearing at 7:18 Second Reading—Ordinance Amendment for Home Occupations Moved by Councilmember Alongi, seconded by Councilmember Schultz to approve as presented. 7 Ayes; Nays, none. Public Hearing—Ordinance Amendment for Original Hastings Design Standards Hinzman introduced the item and recommended approval. Mayor Hicks opened the public hearing at 7:23 p.m. Hearing no comments, Mayor Hicks closed the public hearing at 7:23 Second Reading—Ordinance Amendment for Original Hastings Design Standards Moved by Councilmember Alongi, seconded by Councilmember Slavik to approve as presented. 7 Ayes; Nays, none. Resolution—Establishing a 48 Hour Parking Limit at City Hall and Downtown Municipal Parking Lots Moved by Alongi, seconded by Slavik to remove the item from the table 7 Ayes; Nays, none. Montgomery introduced the item and stated that this item was tabled from the December 20 meeting. Since that time, signage has been placed and little feedback has been received. The goal is to better manage the long term parking of vehicles in disrepair parked in the public lots. There was discussion about the impact on property owners and renters. Moved by Alongi, seconded by Schultz to amend the resolution to implement a 72 hour parking limit and reiterate that the intent is for the City to be able to remove vehicles in disrepair. 7 Ayes; Nays, none. On the resolution as amended, moved by Councilmember Alongi, seconded by Councilmember Balsanek to approve as amended. 7 Ayes; Nays, none.
