December 13, 2010
Regular Meeting
Chair Zeyen called the meeting to order at 7:00 p.m.
Roll Call

Commissioners Present: Bullington, Slaten, Stevens, Rohloff, Vaughan, Zeyen
Commissioners Absent: Peine
Staff Present: Community Development Director John Hinzman, Associate
Planner Kari Barker
Approval of Minutes – October 23, 2010

Motion by Slaten to approve the October 23, 2010, minutes. Seconded by Rohloff.
Upon vote taken, Ayes 6, Nays 0. Motion carried.
City of Hastings – Ordinance Amendment #2010-54 – Original Hastings Design Standards.

Associate Planner Barker presented a staff report.
Chair Zeyen opened the Public Hearing at 7:03. No members of the public spoke to the issue.
The Public Hearing was closed at 7:03.
Commissioner Slaten inquired about interior projects. Associate Planner Barker explained that
interior projects have always been exempt from OHDS guidelines. She further stated the only
previous amendments to the OHDS guidelines were to exempt roofs and siding from the
guidelines.
Commissioner Slaten indicated that in number 11 under Administration that the percentage
needed to be changed from 5% to 10%.
Commissioner Vaughan motioned to approve Ordinance Amendment #2010-54 pertaining to
Original Hastings Design Standards with the modification to #11.
Seconded by Commissioner Bullington.
Upon vote taken, Ayes 6, Nays 0. Motion carried.

City of Hastings – Ordinance Amendment #2010-55 – Home Occupation Ordinance.

Community Development Director Hinzman presented a staff report.
Chair Zeyen opened the Public Hearing at 7:08. No members of the public spoke to the issue.
The Public Hearing was closed at 7:08.
Commissioner Vaughan inquired into what would happen if a neighbor complained. Community
Development Director Hinzman stated that a whole new process would be started.
Commissioner Slaten inquired if a lot of complaints were received. Community Development
Director Hinzman stated that one home occupation in particular had received complaints.
Commissioner Slaten asked how many home occupations there were in the City. Community
Development Director Hinzman stated there were about ten. Commissioner Slaten stated that
there must be several that are not licensed. Community Development Director Hinzman stated
that not all of the home occupations needed to be licensed and explained the difference between a
Type 1 and Type 2 license.
Commissioner Slaten inquired if a fire inspection was only required for a Home Occupation with
outside employees. Community Development Director Hinzman confirmed this as correct.
Commissioner Bullington stated that he appreciated the 350 foot notification and was glad to see
it in the ordinance.
Commissioner Stevens asked for clarification on the two types of Home Occupations and about a
recently approved Home Occupation with no outside employees that had a fire inspection.
Associate Planner Barker stated that staff will inspect a Home Occupation if the intensity of use
calls for it. As in this example, a small engine repair shop.
Commissioner Vaughan motioned to approve Ordinance Amendment #2010-55 pertaining to
Amending Chapter 155.07 (D) (4) Type II Home Occupation.
Seconded by Commissioner Rohloff.
Upon vote taken, Ayes 6, Nays 0. Motion carried.

Community Development Director Hinzman updated the Commission on upcoming items and
previous City Council actions. He also thanked Chair Zeyen for his six years of service on the
Planning Commission.
Adjourn

Motion by Vaughan to adjourn the December 13, 2010, Planning Commission meeting. Seconded
by Rohloff.
Upon vote taken, Ayes 6, Nays 0. Motion carried.
The meeting was adjourned at 7:18 p.m.
