Background Information: Action on this item was tabled at the December 6, 2010 Council meeting and staff was directed to request comments on the proposal from Downtown property owners and bring this issue back before the Council for the January 3, 2011 meeting. A letter requesting comments was mailed to all Downtown property owners, and signs requesting comments were posted at the two municipal lots. Enclosed is a summary of the six comments received. Three Downtown residents expressed concerns about where to park if they go on vacation or do not use their car for several days. Two business owners noted the potential for the new parking restrictions to increase unauthorized parking in private lots. Financial Impact: The cost to post signs limiting parking to 48 hours is approximately $200 - $300. If he were to go out of town, or be immobile for any length of time, he is concerned on exactly what he would do w/ his vehicle ?? He has nowhere else to park it. Also, he is concerned for those renters that have extra vehicles that don't get driven often that they would need to be constantly moving them. 12/16/2010 Voicemail — A downtown renter who usually has to park on the street because the businesses always take up their parking lot needs this lot to use when on- street parking isn't available, such as when a snow emergency is declared & need to park a vehicle for a few days. They really appreciate the lots to park in & is against the 48 hour proposal just because there are a few bad apples out there. 12/20/2010 — A downtown renter states she uses this parking lot because you cannot leave your vehicle on the street for very long. She currently is unemployed & sometimes does not leave her apartment for several days and this would pose a big problem for her. 12/22/2010 — Manager at Guardian Angels Apartments thinks this is an excellent idea, they have the same problem in their lot. She is all for it. If it passes she would like a letter stating the new ordinance to pass out to all current and any upcoming tenants. Jim Rossing, Rossing Art & Frame — supports 48 hour parking limit and noted his experience with people using his private lot for long term storage of vehicles, some of whom may now be using the City Hall municipal lot. Skip Solheim, Zephyr Cleaners — agreed that a 48 hour parking limit was a good idea, but concerned that the limit will push people to park in private lots. He has had previous problems with unauthorized use of his parking lot on the west side of the building. Background Information: The City Hall and Downtown municipal parking lots have an ongoing issue with vehicles left in the parking lots for very long periods. The vehicles may either be inoperable, or their owners may be using the lots for long term storage of their vehicles. Vehicles left in the lots for long periods make maintenance of the lots more difficult and frequently create unsightly conditions in the lots. Adopting a 48 hour parking limit would allow the Police Department to tag vehicles that have been left in the lots for long periods and effect their removal. The following is City ordinance 71.o8H, which outlines Council authority to establish limits on parking in municipal lots; (H) In municipally owned parking lots, the Council may limit the sizes and types of motor vehicles to be parked thereon, hours of parking, and prescribed method ofparking, provided that the limitations and restrictions are sign - posted thereon. It is unlawful to park any vehicle in any municipally owned parking lots contrary to the restrictions or limitations so sign posted. Financial Impact: The cost to post signs limiting parking to 48 hours is approximately $200 - $300.
