HomeMy WebLinkAbout20101206 - VIII-A-1F �i To: Mayor Hicks and City Councilmembers From: Tom Montgomery and Paul Schnell Date: November 29, 2010 Re: Resolution — Establishing 48 hour Parking Limits for the City Hall and Downtown Municipal Parking Lots Council Action Requested: Council is requested to adopt the enclosed resolution establishing a 48 hour parking limit for the City Hall municipal parking lot located across Sibley Street from City Hall, and the Downtown municipal parking lot located across Sibley Street from the Legion Club. Background Information: The City Hall and Downtown municipal parking lots have an ongoing issue with vehicles left in the parking lots for very long periods. The vehicles may either be inoperable, or their owners may be using the lots for long term storage of their vehicles. Vehicles left in the lots for long periods make maintenance of the lots more difficult and frequently create unsightly conditions in the lots. Adopting a 48 hour parking limit would allow the Police Department to tag vehicles that have been left in the lots for long periods and effect their removal. The following is City ordinance 71.o8H, which outlines Council authority to establish limits on parking in municipal lots; (H) In municipally owned parking lots, the Council may limit the sizes and types of motor vehicles to be parked thereon, hours of parking, and prescribed method ofparking, provided that the limitations and restrictions are sign - posted thereon. It is unlawful to park any vehicle in any municipally owned parking lots contrary to the restrictions or limitations so sign posted. Financial Impact: The cost to post signs limiting parking to 48 hours is approximately $200 - $300. Attachments: • Resolution establishing a 48 hour parking limit • Municipal lot location drawing Cft� df Hastlms + 101 FdurM Street East + Hidings, MN 55033 -1955 9 k:6614EO#23 + f-651d437-443 + 41ww uhasUngs mus CITY OF HASTINGS DAKOTA COUNTY, MINNESOTA Resolution No. Resolution Establishing a 48 Hour Parking Limit for the City Hall and Downtown Municipal Parking Lots WHEREAS, the City of Hastings owns and operates municipal parking lots on Block 3, Original Town of Hastings, which is referred to as the Downtown Municipal Lot, and on Block 19, Original Town of Hastings, which is referred to as the City Hall Municipal Lot, and WHEREAS, long term parking of vehicles in the Downtown Municipal Lot and the City Hall Municipal Lot makes maintenance of these lots difficult and may create an unsightly appearance, and WHEREAS, section 71.o8H of the City Ordinances provides the Hastings City Council with the authority to establish parking limits on municipal parking lots. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS; A 48 hour parking limit is hereby established for the Downtown Municipal Lot and the City Hall Municipal Lot and the Public Works Department is directed to install signs at these two municipal parking lots posting the 48 hour parking limit.
