Item: Approval of Renewal of Employee Assistance Program Contract
Council Action Requested:
Approve renewing the contract with Midwest EAP for a three year renewal.
Background Information:
In 2005, the City Council approved reestablishing an employee assistance program. At that time,
the City entered into a three year agreement with Midwest EAP for those services; that contract
was renewed in 2008 through 2010. During the 2011 budgeting process, the City received a
quote from Midwest EAP for a one, three, or five year extension. It is staff's recommendation
that the City enter into a three-year extension of the contract, through December 31, 2012.
Current utilization of the EAP continues to be higher than national averages, and we have
continued to use the EAP for a variety of trainings, wellness sessions, and as part of the annual
safety day program in the spring and the open enrollment period in the fall.
If this contract extension is approved, staff would recommend that the City go through another
RFP process in 2013 for future EAP service contracts.
Financial Impact:
For 2011, the per member cost is the same as 2010 and has been included in the 2011 budget.
Year 2012 of the contract calls for a small increase ($0.10 per member per month) and that rate
will remain flat for 2013 as part of the contract pricing.
