HomeMy WebLinkAbout20101115 - CC Minutes 20101101 Hastings, Minnesota City Council Minutes November 1, 2010 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, November 1, 2010 at 7:00 PM in the Council Chambers at the Hastings City th Hall, 101 East 4 Street, Hastings, Minnesota Members Present: Mayor Hicks, City Councilmembers Balsanek, Alongi, Hollenbeck, Nelson, Schultz and Slavik Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator Melanie Mesko Lee Community Development Director John Hinzman Approval of Minutes Mayor Hicks asked if there were any additions or corrections to the minutes of the regular City Council meeting on October 18, 2010. Hearing none, the minutes were approved as presented. Presentation—Hunger Awareness Day Moved by Councilmember Hollenbeck, seconded by Councilmember Schultz to adopt a proclamation declaring November 24, 2010 as Hunger Awareness Day. Amy Sutton from Hastings Family Services was present to accept the proclamation and discuss some events being conducted in coordination with Hunger Awareness Day. Recognition—Firefighter Chuck Paulson Moved by Councilmember Slavik, seconded by Councilmember Alongi to adopt a proclamation recognizing Chuck Paulson’s 31 years of service to the City and Fire Department. Council Items to be Considered Council was requested to add a reauthorization resolution as #3 to Community Development. Consent Agenda Moved by Councilmember Alongi, seconded by Councilmember Balsanek to approve the Consent Agenda as presented. 7 ayes; Nays, None. 1.Pay Bills as Audited 2.Resolution—Rescinding Gambling Permit for MLBA at RJ’s Tavern & Bar and Approving Premises Permit for MLBA at Roadhouse 61 3.Approve Liability Waiver and Indemnification Agreement for use of Firearms Training Facility 4.Approve 2010 Gobblegait City of Hastings November 1, 2010 City Council Minutes Page 2 of 3 5.Approve Retirement of Stephanie Nornes 6.2011 Community Funding Recycling Grant Application 7.Resolutions-Accepting Donations for Halloween Party Public Hearing—Ordinance Amendment: Abolishing the Police Civil Service Commission and Creating a Public Safety Advisory Commission Osberg introduced the item and provided background. Mayor Hicks opened the public hearing at 7:15 p.m. Hearing no comments, Mayor Hicks closed the public hearing at 7:15 p.m. Second Reading/Ordinance Amendment: Abolishing the Police Civil Service Commission and Creating a Public Safety Advisory Commission Councilmember Schultz, chair of the Public Safety Commission, urged support for this amendment. Moved by Councilmember Schultz, seconded by Councilmember Balsanek to approve the ordinance amendment as presented. 7 Ayes; Nays, none. Public Hearing—Ordinance Amendment: Fee Adjustments Mesko Lee introduced the item and provided background. Mayor Hicks opened the public hearing at 7:18 p.m. Hearing no comments, Mayor Hicks closed the public hearing at 7:18 p.m. Second Reading/Ordinance Amendment—Fee Adjustments Moved by Councilmember Nelson, seconded by Councilmember Alongi to approve the ordinance amendment as presented. 7 Ayes; Nays, none. Resolution—Original Hastings Design Standards #2010-50: Building Expansion at th 533 West 4 Street Moved by Councilmember Alongi, seconded by Councilmember Slavik to approve the resolution as presented. 7 Ayes; Nays, none. Authorize Signature—Waive Certain Development Fees for HD Hudson Manufacturing Relocation Moved by Councilmember Alongi, seconded by Councilmember Slavik to approve the resolution as presented. 7 Ayes; Nays, none. Reauthorize Resolution 01-09-09: Mark & Monica Frazer—Allow for Expansion of a Marina in the Floodway District—6 Spiral View Road Moved by Councilmember Schultz, seconded by Councilmember Hollenbeck to approve the resolution reauthorization as presented. 7 Ayes; Nays, none. Comments from the Audience City of Hastings November 1, 2010 City Council Minutes Page 3 of 3 Bob Christiansen, 19732 Goldfinch Drive, Farmington, requested consideration of no rd parking along 3 Street and Ramsey. The item was referred to the Operations Committee of the Council for further discussion. Announcements  Tuesday, November 2 is Elections Day  A special City Council meeting will be held on Tuesday, November 9 to canvass the results of the November 2 elections.  HEDRA will meet at 6 p.m. on Tuesday, November 9  City Hall will be closed on Thursday, November 11 for Veterans Day. There will be a Veterans Day presentation at Hastings High on November 11 at 9:30 a.m.  Staff will meet with Downtown Business Association on Tuesday, November 2 at 6 p.m.  Finance Committee will meet on November 10, 2010 at 7:00am to discuss the 2011 budget.
