HomeMy WebLinkAboutNRRCMinutes-20021218 HASTINGS NATURAL RESOURCES AND RECREATION COMMITTEE MEETING MINUTES December 18th, 2002 Attendees: Commissioners Brown, Christenson, Dullum, Popp, Sieben, and Vieth. Parks Director Marty McNamara. No November meeting minutes to approve. Karen Schik and Tom Lewanski, representing the Friends of the Mississippi, made a short presentation summarizing proposed restoration and development plans for the River Flats area. This was a short version of the public presentation th made at the November 20 meeting at City Hall. Public comments to the various plan components were also discussed. Preliminary cost estimates and funding scenarios were discussed in general terms, with no action needed at this time. A discussion of the proposed cross country ski loop in the River Flats area was discussed. Trail grooming would be done by Dakota County for $130 per visit. Consensus was that no action needed to be taken on the issue until we get sufficient snow. City Forester Kevin Smith brought a request to the committee for Hastings’s participation in the Water Quality Management and Testing of Sensitive Areas program. The state program trains individuals to perform water quality and wetland health surveys. The committee unanimously approved the expenditure of $3,080 of non-dedicated park funds in 2003 for the project and will budget an additional $3,080 in 2004. Park dedication options for the Schoolhouse Square development were discussed. A motion was made to accept $850 per unit in park dedication funds, for a total of $11,050. Motion passed unanimously. nd Next NRRC meeting on January 22 at the Joint Maintenance Facility.
