Re: Public Works Budget Transfer
Council Action Requested: Council is request to approve a $7,000 transfer
from the Public Works Street Maintenance Budget Chemicals and Chemical
Products line item (101 - 301 -3200 -6216) to cover budget overruns in the Upkeep
to Grounds line item ($5,000) and the Street Marking line item ($2,000).
Council is also requested to approve a $2,908.93 budget increase for the Upkeep
to Grounds line item to cover fence repairs and tree replacement from an
accident on General Sieben Drive.
Background Information: The Upkeep to Grounds overrun was caused by
damage from this summer's storms, repairing washouts, damaged pipes and
storm drain castings, and the loth Street guardrail repair. The Upkeep to
Grounds budget adjustment is to cover repair costs from an accident on General
Sieben Drive. These costs were recovered from the driver's vehicle insurance
company, but the Finance Department posts the insurance recovery on the
revenue side of the ledger, while the repair costs remain in the budget line item,
resulting in a budget overrun if adjustments are not made to the fund.
The Street Marking line item is used for contracted out centerline striping.
This year, paint supplies for crosswalk painting and stop line painting were also
funded from this line item, causing a $2,000 overrun. In the future, paint
supplies will be funded from the Upkeep to Grounds line item to avoid this
confusion.
Funding for the overruns is proposed to come from the Chemicals and
Chemical Products budget line item. Salt and anti -icing chemicals make up the
bulk of expenses from this budget item. February and March weather this year
was milder than normal, leaving Public Works with a reserve of salt, resulting in a
reduced salt order this fall, and room in the budget to allow a transfer to cover
the overruns.
Financial Impact: There is no financial impact as the Public Works budget total
expenses will not change.
