City Council Memorandum
To: Mayor Hicks & City Councilmembers
From: Melanie Mesko Lee, Assistant City Administrator
Date: October 13, 2010
Item: Proposed Fee Adjustments
Council Action Requested:
Approve the first reading and order a public hearing/second hearing for November 1, 2010 to
consider some fee adjustments to the City's fee ordinance.
Background Information:
Periodically, City staff reviews the comprehensive fee ordinance. Attached are fee adjustments
are being recommended for adoption. When reviewing, staff looks at incurred costs (external and
staff) for providing the service.
Financial Impact:
Minimal; one fee (late fee) is proposed to decrease in some situations. Other fee adjustments are
being proposed to capture staff and/or incurred costs for providing services.

Justification
10% of bill amount (with we have ended up
Late Payment Penalty$30.00 min or 2003
no minimum)charging a $30 late fee on a charge
10% of bill,
that is less than $30; this seems
whichever is
overly punitive and a % of the
greater
outstanding bill seems a more
equitable way to address
outstanding bills
