City Council Memorandum To: Mayor Hicks & City Councilmembers From: Justin Fortney, Associate Planner Date: October 18`" 2010 Item: Site Plan — PlasticPrinters building expansion - #2010 -49 741 Spiral Boulevard Action Requested: PlasticPrinters in the Industrial Park is seeking site plan approval to add a 6,000 Sq Ft addition onto the rear of the building. Background Information: Zoning Classification The subject property is zoned I- 11ndustrial Park, which allows for uses like production and office.. Adjacent Zoning and Land Use There are similar uses and zoning in the area. Existing Condition There is an existing 14,160 Sq Ft building on the site. Proposed Improvements An area of the north building (rear) will be added onto. The area is currently paved, but not identified with a specific use other than dumpster location. Setbacks Setbacks for Industrial districts are not specified. The proposed setbacks are in line with the existing building from the side property line (15') and 8' from the rear property line. Architectural Elevations The existing building is concrete block. The addition will have matching concrete block on the bottom 4- feet and the remainder of the building will be metal siding that will match the colors of the existing. The existing building has a flat roof and the addition will be taller with a pitched roof. This will allow for warehousing. Landscaping Landscaping standards are not required for minor additions. However, landscaping that is adversely affected must be relocated. The addition site is currently asphalt. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING SITE PLAN APPROVAL FOR A GARAGE EXPANSION AT 741 SPIRAL BOULEVARD. Council member Resolution and moved its adoption: introduced the following WHEREAS, Luke Lingle, has petitioned for Site Plan approval for the addition to a building; and WHEREAS, The property is generally located at 741 Spiral Boulevard and legally described as Tract G, Registered Land Survey # 58, Dakota County, MN; and WHEREAS, on October 11, 2010, review was conducted before the Planning Commission of the City of Hastings, as required by state law, city charter, and city ordinance; and WHEREAS, The Planning Commission recommended approval subject to the conditions of this resolution; and WHEREAS, The City Council has reviewed the request and recommendation of the Planning Commission. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council hereby approves the Site Plan as presented subject to the following conditions: 1) Conformance with the City Council Staff Report and plans dated October 18, 2010. 2) Approval is subject to a one -year sunset clause; if a building permit is not obtained within one year of City Council approval, the approval is null and void. 3) All disturbed areas on this property shall be stabilized with rooting vegetative cover, asphalt, or cement to eliminate erosion problems. 4) Dumpsters must be located in an approve screening enclosure or contained within the building. Council member moved a second to this resolution and upon being put to a vote it was unanimously adopted by all Council Members present.
