CALL TO ORDER II. ROLL CALL Councilmembers Slavik, Alongi, Hollenbeck, Nelson, Schultz and Mayor Hicks Absent: Councilmember Balsanek Staff: City Administrator Osberg, City Attorney Fluegel, Asst. City Administrator Mesko Lee, Police Chief Schnell, Public Works Director Montgomery, Community Development Director Hinzman, Finance Director Stark, III. DETERMINATION OF QUORUM Proclamation—Recognizing the City of Hastings as a Beyond the Yellow Ribbon Community Dean Markuson and Senator Katie Sieben discussed the proclamations from Governor Pawlenty and the Minnesota Senate nd Mayor Hicks presented a flag and certificate from the 372 Engineer Brigade Task Force Timberwolf FOB Sharana, Afghanistan, which will be framed and displayed with the flag from Iraq. The troops were thanked for their service. IV. APPROVAL OF MINUTES Approve Minutes of the Regular Meeting on September 20, 2010 Minutes approved as presented V. COUNCIL ITEMS TO BE CONSIDERED VI. CONSENT AGENDA The items on the Consent Agenda are to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember or citizen so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. Resolution 10-03-10—Approve Rescinding a Liquor License and Issuing a New Liquor License to Apple Minnesota, LLC, d/b/a Applebee’s Grill & Bar 5. Resolution 10-01-10—Appointing Election Judges for November 2, 2010 General Election 6. Resolution 10-05-10—Supporting Return of Donated Police Vehicle to Hastings Automotive Group 7. Authorize Staff to Sign Zero Dollar Permit—Hastings Bridge Project 8. Set a Special City Council Meeting for Tuesday, November 9 at 5:00 p.m. to Canvass the Results of the November 2, 2010 General Election 9. Civic Arena Equipment Purchase 10. Budget Adjustment—Police Department 11. Resolution 10-06-10—Accepting $100,000 DNR Trails Grant VII. AWARDING OF CONTRACTS AND PUBLIC HEARINGS 1. Public Hearing—Adopt Assessments for 2009 Infrastructure Improvements: Industrial Park Montgomery introduced the item and provided background Mayor Hicks opened the public hearing at 7:18 Holly O’Brien, Owner of O’Brien Chevrolet, stated displeasure with the prairie grass plantings. Hearing no further comments, the public hearing was closed at 7:23 p.m. VIII. REPORTS FROM CITY STAFF A. Public Works 1. Resolution 10-14-10—To Support the Creation, Passage, and Implementation of Statutes Governing the Manufacture, Distribution, and Possession of the Substance Commonly Referred to as Synthetic Marijuana Schultz, Hollenbeck to approve as presented 6-0 3. First Reading/Order Public Hearing for November 1, 2010 to consider an Ordinance Abolishing the Police Civil Service Commission and Creating a Public Safety Advisory Commission Hollenbeck, Slavik to approve as presented 6-0 IX. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS:  Red Rock work continues on 2011 items; a recent survey indicated that there are a number of riders using the Cottage Grove Park and Ride from Hastings Councilmember Balsanek arrived at 7:50 p.m.  The Operations Committee will meet on Wednesday, October 6 at 7:30 a.m. at the Public Works Facility to discuss the 2011 street improvement project. It was requested that the issue of the Business Park prairie grass also be discussed.  Fire Open House will be Tuesday, October 5 from 7-9 p.m.  HEDRA will next meet Thursday, October 14 at 6:30 p.m. at City Hall XIII.
