III. DETERMINATION OF QUORUM
Proclamation—Recognizing the City of Hastings as a Beyond the Yellow Ribbon
Community
Dean Markuson and Senator Katie Sieben discussed the proclamations from Governor Pawlenty and the
Minnesota Senate

Mayor Hicks presented a flag and certificate from the 372 Engineer Brigade Task Force Timberwolf FOB
Sharana, Afghanistan, which will be framed and displayed with the flag from Iraq. The troops were
thanked for their service.

Mayor Hicks opened the public hearing at 7:18
Holly O’Brien, Owner of O’Brien Chevrolet, stated displeasure with the prairie
grass plantings.
Hearing no further comments, the public hearing was closed at 7:23 p.m.

XII. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS:
Red Rock work continues on 2011 items; a recent survey indicated that there are a
number of riders using the Cottage Grove Park and Ride from Hastings
Councilmember Balsanek arrived at 7:50 p.m.
The Operations Committee will meet on Wednesday, October 6 at 7:30 a.m. at the
Public Works Facility to discuss the 2011 street improvement project. It was
requested that the issue of the Business Park prairie grass also be discussed.
Fire Open House will be Tuesday, October 5 from 7-9 p.m.
HEDRA will next meet Thursday, October 14 at 6:30 p.m. at City Hall
