HomeMy WebLinkAbout20101004 - VI-11 City Council Memorandum To: Mayor Hicks & City Councilmembers From: Barry Bernstein, Parks and Recreation Director Date: September 30, 2010 Item: Resolution of Acceptance of 2010 Local Trail Connections Grant Council Action Requested: Adopt the attached resolution expressing acceptance of the 2010 Local Trail Connections Grant Award in the amount of $100,000. Background Information: The City of Hastings has been desiring for some time to improve the trail crossing at County Road 46/47 and Pleasant Drive and to connect our loop trail with an underpass at this point with off-road trailway. Staff applied for and was granted an award of $100,000 from the Minnesota DNR 2010 Local Trail Connections Program. This grant is reimburseable to the City of Hastings on a matching basis for eligible costs outlined in the program manual and in our application. Further discussions need to be held with the landowners in this corridor to determine the exact placement of the trail and with Dakota County to determine the financial contributions they can make to this project. Financial Impact: Unknown at this time based on trail placement and discussions with Dakota County and the landowners in the proposed trail corridor. Advisory Commission Discussion: The Parks and Recreation Commission recommended acceptance of this grant. Council Committee Discussion: The Parks and Recreation Committee of Council recommended that this resolution be brought before the full City Council. Attachments:  Resolution Expressing Acceptance of the 2010 Local Trail Connections Grant CITY OF HASTINGS DAKOTA COUNTY, MINNESOTA RESOLUTION NO. 10- -10 RESOLUTION OF ACCEPTANCE OF GRANT FOR 2010 LOCAL TRAIL CONNECTIONS PROGRAM WHEREAS , the City of Hastings supports the grant application made to the Minnesota Department of Natural Resources for the 2010 Local Trail Connections Program. The City of Hastings will act as the legal sponsor for the application made to the Department of Natural Resources for the reimbursement grant. The project is to construct a 1.2 mile trail and underpass completing a gap in the City of Hastings 15 mile loop system and to construct an underpass underneath County Road 46/47 to connect to existing trails within Vermillion River Linear Park; and WHEREAS , the City of Hastings recognizes that the grant award will be reimbursed on matching basis for eligible costs outlined in the program manual and our application; THEREFORE, BE IT RESOLVED, that the City of Hastings agrees to accept the grant award from the aforementioned funding grant program, and may enter into an agreement with the State of Minnesota for the above referenced project. The City of Hastings will comply with all applicable laws, environmental requirements and regulations as stated in the grant agreement; and BE IT FURTHER RESOLVED, the City Council of the City of Hastings names the fiscal agent for the City of Hastings for this project as: Charlene Stark Director of Finance City of Hastings th 101 4 Street East Hastings, MN 55033 TH ADOPTED BY THE CITY COUNCIL OF THE CITY OF HASTINGS THIS 4 DAY OF OCTOBER, 2010.
