City Council Memorandum
To: Mayor Hicks & City Councilmembers
From: Barry Bernstein, Parks and Recreation Director
Date: September 30, 2010
Item: Civic Arena Equipment Purchase
Council Action Requested:
Approve utilizing cost savings from Arena project to purchase equipment for the Arena.
Background Information:
The Hastings Civic Arena perimeter door replacement project had a favorable bid that reduced
the overall project by $22,000. Staff would like to utilize $14,000 of this savings to purchase a
new water softener and floor scrubber for the Arena.
The water softener was first installed in 1973 and has been repaired several times over the years.
However, this piece of equipment is now difficult to repair as many of the needed parts are no
longer being manufactured. The water softener removes minerals in the water which improves
maintenance and is better for operation of the destin unit, helps ice conditions, and is easier on the
equipment as there is less mineral buildup.
The floor scrubber is used several times a week during peak season to polish and remove dirt and
debris from every hard surface in the Arena. After several repairs, the Arena Manager
recommended replacing this equipment. This piece of equipment was scheduled to be replaced in
2011 and is listed in the proposed 2011 budget. If replacement in 2010 is approved, we will be
able to remove this equipment from the 2011 budget and decrease the 2011 proposed budget by
$7,000.
Financial Impact:
As mentioned above, the funding for these pieces of equipment is being proposed from a savings
in a bid/construction project at the Hastings Civic Arena. Thus, no additional general budget
impact will be incurred.
Advisory Commission Discussion:
The PRC recommended the purchase of this equipment.
Council Committee Discussion:
The Parks and Recreation Committee of Council recommended that this issue be brought before
the full City Council.
