CONSENT AGENDA The items on the Consent Agenda are to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember or citizen so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. Resolution 09-08-10—Approve Liquor License Transfer at Tubby’s (412 Vermillion Street) from SRSEP to Tynat Properties VII. AWARDING OF CONTRACTS AND PUBLIC HEARINGS 1. Public Hearing—Wellhead Protection Plan Montgomery introduced; Representative from Barr Engineering discussed the elements of the plan. Following the public hearing, there will be a 60-day comment period, after which the Council will be asked to adopt the plan Mayor Hicks opened the Public Hearing at 7:12 p.m. Hearing no comments, the Public Hearing was closed at 7:12 p.m. VIII. REPORTS FROM CITY STAFF A. Public Works 1. Resolution 09-09-10—Order Feasibility Studies for Proposed 2011 Improvement Program Schultz, Nelson to approve as presented 7-0 B. Community Development 1. Resolution 09-10-10 Site Plan and Resolution 09-11-10 Special Use Permit #2010-38: Wayne’s Auto Body (3170 Redwing Boulevard) Slavik, Alongi to approve the site plan as presented 7-0 Alongi, Schultz to approve the special use permit as presented 7-0 2. Resolution 09-12-10—Site Plan #2010-39: Addition to Existing Multi-Family Garage at 3485 Lester Avenue (William Likes) Schultz, Hollenbeck to approve the site plan as presented 7-0 3. Resolution 09-13-10—Findings of No Significant Impact: EAW #2010-34 (Captains Bay Marina) Slavik, Nelson to approve the resolution as presented 7-0 C. Administration 1. Report from Hastings Bridge Project VQT An update was provided; a groundbreaking and open house will be held September 22 3. Request for Consideration—Synthetic Marijuana Ordinance Ms. Stacy Huberty spoke to the Council Schultz, Alongi to refer this item to the Public Safety Committee of the Council for further discussion 6. Report on School Police Resource Programming Schnell provided an update on the progress of evaluating the SRO program in 2010/2011 IX. COMMENTS FROM AUDIENCE: X. UNFINISHED BUSINESS: XI. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS:  The Booya will be Sunday, September 12 at the KC Hall  HEDRA will have its next meeting on Thursday, September 16 at 6:00 p.m.  LeDuc will have it’s Civil War weekend events Saturday, September 11 and Sunday, September 12 XIII.
