September 7, 2010
The City Council of the City of Hastings, Minnesota met in a regular meeting on
Tuesday, September 7, 2010 at 7:00 PM in the Council Chambers at the Hastings City
Hall, 101 East 0 1 Street, Hastings, Minnesota
Members Present: Mayor Hicks, City Councilmembers Balsanek, Alongi, Hollenbeck,
Nelson Schultz and Slavik

Approval of Minutes
Mayor Hicks asked if there were any additions or corrections to the minutes of the
regular City Council meeting on August 16, 2010. Hearing none, the minutes from each
meeting were approved as presented.

Moved by Councilmember Alongi, seconded by Councilmember Hollenbeck to
approve the Consent Agenda as presented.

Public Hearing — Wellhead Protection Plan
Public Works Director Montgomery introduced the item and presented John Greer
from Barr Engineering. Greer discussed the plan, including identification, coordination
and communication efforts. Following the public hearing, there will be a 60 -day
comment period, then the City will be asked to adopt the plan.
Mayor Hicks opened the public hearing at 7:12 p.m.
Hearing no comments, Mayor Hicks closed the public hearing at 7:12 p.m.
There was some discussion about the financial impact of the plan. Montgomery
stated that an analysis of what can be done in house vs. what can be completed by
consultants will be prepared and budget requests accordingly. It was noted that the
Department of Health does have annual grant funding available.
It was also noted that the DWISMA has expanded from previous plans due to
changing monitoring requirements.
Resolution —Order Feasibility Studies for Proposed 2011 Improvement Program
Montgomery introduced the item and stated that the proposed project includes a lot of
pavement reconstruction for 2011.
Moved by Councilmember Schultz, seconded by Councilmember Nelson to approve
the Resolution as presented.

Resolutions —Site Plan and Special Use Permit 92010 -38: Wayne's Auto Body (3170
Redwing Boulevard)
Hinzman introduced the item and stated that Planning Commission has recommended
approval as presented.
Moved by Councilmember Slavik, seconded by Councilmember Alongi to approve
the Site Plan Resolution as presented.

Moved by Councilmember Alongi, seconded by Councilmember Schultz to approve
the Special Use Permit as presented.

Resolution —Site Plan #2010 -39: Addition to Existing Multi- Family Garage at 3485 Lester

Hinzman introduced the item and stated that Planning Commission has recommended
approval as presented.
Moved by Councilmember Schultz, seconded by Councilmember Hollenbeck to
approve the resolution as presented.

Resolution— Findings of No Significant Impact: EAW #2010 -34 (Captains Bay Marina)
Moved by Councilmember Slavik seconded by Councilmember Nelson to approve
the resolution as presented.

Authorize Broadcasting Park & Recreation Commission Meetings
Bernstein introduced the item and recommended approval of the request.
Moved by Councilmember Schultz, seconded by Councilmember Nelson to approve
as presented.

Repot from Hastings Bridge Project VQT
Steve Kordosky of MnDOT introduced the team members working on the project.
Brad Touchstone discussed a number of the items being reviewed by the VQT. There
will be a groundbreaking ceremony on September 22, with an Open House at City Hall to
follow.

Osberg and Stark introduced the items and noted that the final budget will be adopted
in late December.
Moved by Councilmember Schultz, seconded by Councilmember Alongi to approve
the 2011 Proposed City Budget as presented.

Moved by Councilmember Slavik, seconded by Councilmember Nelson to approve
the 2011 Proposed City Property Tax Levy as presented.

Moved by Councilmember Schultz, seconded by Councilmember Alongi to approve
the 2011 EDRA Tax Levy as presented.

the Truth in Taxation Hearing Date as presented.

Approve 2011 Voluntary Programs
Moved by Councilmember Schultz, seconded by Councilmember Hollenbeck to
approve the programs as presented.

Request for Consideration— Synthetic Marijuana Ordinance
Ms. Stacy Huberty addressed the Council and requested consideration of adopting an
ordinance banning synthetic marijuana. The Council thanked Ms. Huberty for her time.
Moved by Councilmember Schultz, seconded by Councilmember Alongi to refer this
item to the Public Safety Committee of the Council for further discussion.

Report on School Police Resource Programming
City of Hastings September 7, 2010
City Council Minutes Page 4 of 4
Police Chief Schnell discussed an upcoming task force discussion to review the
school resource programming collaboration between the City and the School District. He
invited members of the public to participate in the discussion. The Council thanked
Schnell for the update.
Announcements
The Hastings Fire Department Booya will be Sunday, September 12 at the KC Hall.
HEDRA will meet on Thursday September 16 at 6:00 p.m. at City Hall.
LeDuc will host Civil War Weekend September 11 and 12.
