Site Plan approval
Background Information:
Applicant William Likes is proposing to add one additional garage stall on to an existing 4 -car
garage to house property maintenance equipment.

Advisory Commission Discussion:
At the August 23rd Planning Commission meeting the Planning Commission voted 7 -0 to
recommend approval of the site plan. No citizens spoke on the issue.

Zoning Classification
The subject property is zoned R3, Medium —High Density Residential, which allows for the use.
Adjacent Zoning and Land Use
There are single family homes to the north and west of the property. There is a similar multifamily
property located to the east and commercial to the south.
Existing Condition
The site is .37 acres and developed with a 4 unit apartment building and a 4 -car garage.
Proposed Improvements
A fifth garage stall will be added on to the north part of the garage.
SITE PLAN REVIEW
Proposed Building Setbacks
Setbacks for multifamily uses are not specified. From the property lines, the proposed setbacks are
55' to the north and 3.5' to the east. The multifamily property to the east has a similar garage that
has roughly the same setbacks.
Architectural Elevations
The added garage stall will match the existing building in style, proportions, and color. The
applicant is proposing that the whole building will be resided with vinyl siding. The shingles will
match the existing.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING
SITE PLAN APPROVAL FOR A GARAGE EXPANSION AT 3485 LESTER AVENUE.
Council member
moved its adoption:
introduced the following Resolution and
WHEREAS, William Likes, has petitioned for Site Plan approval for the construction of a
garage addition; and
WHEREAS, The property is generally located at 3485 Lester Avenue and legally described
as N 107 FT OF S 120.5 Ft of W 150 Ft of Outlot B, Powers Addition, Dakota County, MN; and
WHEREAS, on August 23, 2010, review was conducted before the Planning Commission of
the City of Hastings, as required by state law, city charter, and city ordinance; and
WHEREAS, The Planning Commission recommended approval subject to the conditions of
this resolution; and
WHEREAS, The City Council has reviewed the request and recommendation of the
Planning Commission.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF HASTINGS AS FOLLOWS:
That the City Council hereby approves the Site Plan as presented subject to the following conditions:
1) Conformance with the City Council staff report and plans dated September 7, 2010.
2) Approval is subject to a one -year sunset clause; if a building permit is not obtained
within one year of City Council approval, the approval is null and void.
3) All disturbed areas on this property shall be stabilized with rooting vegetative cover, asphalt,
or cement to eliminate erosion problems.
Council member moved a second to this resolution and upon
being put to a vote it was unanimously adopted by all Council Members present.
