HomeMy WebLinkAbout20100907 - VIII-A-1To: Mayor Hicks and City Councilmembers From: Tom Montgomery Date: September 1, 2010 Re: Resolution - Order Feasibility Studies for Proposed 2011 Street and Utility Reconstruction Program Council Action Requested: Council is requested to adopt the enclosed resolution directing the Engineering Department to prepare a feasibility study on proposed 2011 street and utility reconstruction projects. Background Information: The Capital Improvement Program prepared by the Finance Department for the 2010 Budget shows bonding of $3 million for street and utility reconstruction projects in 2011. The Engineering Department is proposing to reconstruct 14th St. from Pine Street to Pleasant Drive and the following adjacent neighborhood streets: • Prairie Street between 14th and 15th Streets • Hillside Street between 14th and 15th Streets • Hillside Court • View Court • Sun Valley Lane • Honeysuckle Lane • Honeysuckle Court • Blueberry Lane • Blueberry Court • Rosemary Court • 12th Street from Westview Drive to McAuliffe School Other streets proposed for reconstruction include: • Bailey Street from 15th St to 17th St. • McNamara Street from Bailey St. to 17th St. • 15th Street from Tyler St. to Bailey St. • 17th Street from Sumner St. to Ramsey St. • Sumner St. from 17th St. to 18th St. City 0 Hastlms + 101 FbuM Street East + H=ngr., MN 55033 -1955 * p:6614W2350 + f-651d437-443 + 41ww.rA.hastings mus Additional streets proposed to be bid as alternates, to be constructed if bids come in favorably: • Florence St. • 16th St. from Florence St. to Hwy 61 • 11th St. from Walgreens to Tyler Street • Whispering Lane between Pleasant Drive and 4th St. • Whispering Court The streets proposed to be included in the reconstruction program have been identified in poor shape through our road rating system, and grouped together to provide some road condition uniformity in neighborhoods. As part of the feasibility study, the streets will be surveyed to pick up topography only, preliminary plans and cost estimates will be prepared, and an appraiser will be hired to develop an estimate of benefit to properties proposed to be assessed (benefit is the increase in property value directly attributable to the improved project infrastructure). Financial Impact: The proposed project will meet or be below the $3 million bonding threshold established by the Finance Department.
