Osberg Date: September 2, 2010 Item: 2011 Budget Resolutions Council Action Requested: It is recommended that the City Council take action, approving the following Resolutions: a.) Resolution Adopting the Preliminary 2011 Annual City Budget b.) Resolution Adopting the Preliminary 2011 City Property Tax Lev< c.) Resolution Approivng a proposed EDRA Special Tax Levi- d.) Resolution Scheduling the 2011 Budget Truth- in- Taxatino Hearing for Monday December 6, 2010. Background Information: While adoption of the above Resolutions sets the preliminary levy- and budget, the City Council is well aware of the fact there is considerable work which is needed prior to the final adoption of the 2011 Budget, currently scheduled for the City Council meeting on Monday December 20, 2010. At the Special City Council meeting conducted on Monday August 9, 2010 action was taken by the City Council, directing Staff to prepare a Resolution setting the preliminary levy- at $11,264,000, recognizing that it is the desire of the full Citv Coucil to adopt a final levy that is lower than this amount. Adoption of a preliminary levy for the amount of $11,264,000 is $317,000 lower than the amount set for the 2010 Budget, which was $11,581,000. The preliminary levy is approximately 2.7% lower than the 2010 final levy amount. There is an additional $1,359,134 in adjustments to the 2011 Budget that must be completed prior to final adoption in December, to assure a balanced budget. During the course of the special City Council meeting conducted on August 9, 2010 Staff shared a variety of ideas under consideration that would increase revenue opportunities, reduce certain labor /personnel costs and provide reductions in expenses. Staff also advised that considerable work is need vet to finalize the Department Head budget requests, in particular the capital requests. Once the preliminary budget and levy- are set by the City Council at the September 7, 2010 meeting, Staff will work on the final details of the budget, conducting meetings with Department Heads and meet with members of the Finance Committee, resulting a final budget recommendation, ready for adoption at the December 20, 2010 meeting. The committee has also met to discuss and recommend a preliminary year 2011 City budget and preliminary tax levy; and HRFAS, a special council meeting was held on August 9 01 to discuss the 2011 budget; and WHEREAS, provisions of the Minnesota. Truth and Taxation Law require Cities to certify a Proposed Propet ty Tax Levy and City Budget to the County Auditor by September 1, 2010: and STOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Hastings, ln*mesota; 1. That the preliminary 2011 total City's budget for the City of Hastings and RA of the Economic Development and Redevelopment Authority is hereby set at $25,761,519. Adopted tlsth clay of September 2010, Paul Hicks, Mayor Attest: Melanie Mesko Lee, City Clerk CITY OF HASTINGS DAKOTA COUNTY, MINNESOTA RESOLUTION A RESOLUTION ADOPTING THE PRELIMINARY POROPOSED 2011 CITY PROPERTY TAX LEVY WHEREAS, the City Finance Committee members of the City Council have met to discuss a preliminary proposed 2011 City Tax Levy: and WHEREAS, a special council meeting was conducted on August 9 th to discuss and recommend a 2011 City Levy; and WHEREAS, provisions of the Minnesota Truth and Taxation Law require Cities to certify a proposed Property Tax Levy to the County Auditor by September 15, 2010 for the 2011 budget and levy year; and WHEREAS, at the special council meeting the City Council directed staff to prepare this resolution: and NOW, THEREFORE BE IT RESOLVED, that the Proposed Tax Levy of the City of Hastings, for the 2011 City Budget to be certified is hereby adopted as follows: Proposed Levy Proposed "General "Levy $ 8,104,000 Proposed Debt Levy 3,160,000 Total Proposed Tax Levy $11,264,000 * Amount Certified to the State of Minnesota and to Dakota and Washington County Auditors. This is the amount the Counties will use for the calculations of the Truth in Taxation notices mailed to property owners in mid November - December 2010. Adopted this7th day of September 2010, Paul Hicks, Mayor Attest: Melanie Mesko Lee, City Clerk CITY OF HASTINGS DAKOTA COUNTY, MINNESOTA RESOLUTION A RESOLUTION ADOPTING THE PRELIMINARY PROPOSED 2011 EDRA- HRA SPECIAL TAX LEVY WHEREAS, the Hastings Economic Development and Redevelopment Authority (the "Authority ") was created by the City Council of the City of Hastings (the "City ") pursuant to Minnesota Statues Sections 469.090 to 469.1081; and WHEREAS, the Authority was granted all of the powers of a municipal housing and redevelopment authority under Minnesota Statues Sections 469 -001 to 469 -047 (the "Act "); and WHEREAS, Section 469.033, Subdivision 6, of the Act, as amended, permits the Authority to levy and collect a special benefit tax of up to .0 18 5 percent of taxable market value in the City upon all taxable property, real and personal, within the City; and WHEREAS, the Authority desires to levy such tax based upon the limit of .0185 % of the taxable market value, and WHEREAS, the levy of such a special benefit tax is subject to consent by Resolution of the City Council of the City of Hastings. NOW, THEREFORE BE IT RESOLVED, by the Hastings City Council that the City of Hastings HRA Special Levy be granted, subjected to the limit of .0 18 5 percent of taxable market value as per Minnesota Statue Adopted this7th day of September 2010, Paul Hicks, Mayor Attest: Melanie Mesko Lee, City Clerk CITY OF HASTINGS DAKOTA COUNTY, MINNESOTA RESOLUTION A RESOLUTION SELECTING DATES FOR THE YEAR 2011 CITY BUDGET AND TAX LEVY TRUTH IN TAXATION PUBLIC HEARING WHEREAS, the City Finance Committee members of the City Council and individual departments have met and reviewed the proposed budget for 2011; and WHEREAS, provisions of the Minnesota Truth and Taxation Law require Cities to select dates (that do not conflict with County, School or Special Taxing Districts public hearing dates) for a public hearing to receive public comment on the proposed 2011 City Budget and Tax; and NOW, THEREFORE BE IT RESOLVED, that the Hastings City Council will conduct a public hearing on the proposed 2011 City Budget and Tax Levy at 7:00 p.m. on Monday, December 6, 2010 in the Council Chambers of the Hastings City Hall; and BE IT FURTHER RESOLVED, that should a continuation public hearing on the proposed 2011 City Budget and 2011 Tax Levy need to be conducted, it shall be held at 7:00 p.m. on Monday, December 20, 2011 in the Council Chambers of the Hastings City Hall.
