Item: Resolution - Restrict Parking, Bailey Street between 10 St. and Kennedy School
Council Action Requested:
Council is requested to approve the enclosed request from the School District to prohibit parking
on the west side of Bailey Street, from 10 St. to Kennedy School from 6:00 AM to 9:00 AM
and 2:00 PM to 3:30 PM on school days.
Background Information:
The enclosed letter from Steve Yanz, Director of Grounds, Hastings School District, notes that
parking on both sides of Bailey Street is hampering snow removal operations.
Financial Impact:
$400 to $500 for signs and posts, and City labor to install signs - 2 Operators, 2 -3 hours to
complete the installation.

Resolution Restricting Parking on the West Side of Bailey Street
Between 10 Street and Kennedy School
WHEREAS, parking on both sides of Bailey Street between 10 Street and Kennedy
School is creating problems for the School District snow removal equipment;
Whereas, the School District has requested that the City prohibit parking on the west side
of Bailey Street between 10 Street and Kennedy School, from 6:00 AM to 9:00 AM and
from 2:00 PM to 3:30 PM on school days;
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF HASTINGS AS FOLLOWS;
City staff is hereby directed to place signage prohibiting parking on the west side of
Bailey Street between 10 Street and Kennedy School, from 6:00 AM to 9:00 AM and
from 2:00 PM to 3:30 PM on school days.
ADOPTED BY THE CITY COUNCIL OF HASTINGS, MINNESOTA, THIS 7th
DAY OF SEPTEMBER, 2010.

Re: NO PARKING SIGN

I would like to have
NO PARKING 6:00 a.m. to 9:00 a.m. & 2:00 p.m. to 3:30 p.m. on school days
signs posted near Kennedy Elementary School. The location would be on Bailey Street
from the south end of the north parking lot to the dead end on the Kennedy side of the
street only.
To the best of my knowledge, the cars that are parking on the street are employees and
parents of students. With parking on both sides the street becomes very narrow and it is
difficult, if not impossible, for the District and the City to plow snow. In the past there has
been parking on the street even on snow emergency days. It also makes it difficult to get out
of the turnaround on the east side of Kennedy. By eliminating the parking on one side of the
street in this area it should also prevent snow and ice ridges on the street.
There is no need to park on the street when there is more than enough room in the parking
lots. Incidentally, I would like the no parking to start at 6:00 a.m. because of Kids Kampus at
Kennedy.
