REQUEST The Hastings Independent School District is proposing to add a classroom addition on to the existing Middle School. RECOMMENDATION At the August 9 Planning Commission meeting the Planning Commission voted 7 -0 to recommend approval of the site plan. No citizens spoke on the issue or have provided comments. MN Dot Review Because this site is adjacent to a state right -of -way, MnDOT has reviewed the plans and said they have no concerns with the additional classroom space being added to the facility. ATTACHMENTS • Resolution • Location Map • Aerial Photograph • Site Plans • Exterior Elevations BACKGROUND INFORMATION Comprehensive Plan Classification The 2020 Comprehensive Plan designates the property asp, Public. The proposed use is consistent with the plan. Zoning Classification The subject property is zoned R1, Low Density Residence, which allows for the use. Adjacent Zoning and Land Use The property is surrounded by residential and office uses. Existing Condition The site is 54 acres and developed with a school and parking lot. Proposed Improvements A classroom addition will be added to the existing school. SITE PLAN REVIEW Proposed Building Setbacks From the property lines, the proposed setbacks are over 500 feet, which is further than exiting portions of the school. Pedestrian Access and Circulation Pedestrian access and circulation are acceptable. Exit doors will connect to the existing sidewalk network. Vehicular Access and Circulation Additional drive access is not necessary. The addition will primarily be accessed through the exiting building. Parking Lot and Loading Areas Parking requirements for retail are based on square feet; parking requirements for the warehousing portion of the building are based on square feet and number of employees. Use Requirement Spaces Required Proposed Middle 1 per classroom + 2 per 265 321 School each 30 student capacity The required amount of loading space has been met (2,005 Sq Ft). Parking lots and loading areas are required to be screened from residential property. All of the existing parking lots are well within the site. The loading zone is adjacent to additional property owned by the district with evergreen trees. Landscaping Site plans where less than 25% of the existing floor area is added are not required to provide additional landscaping unless the addition removes existing landscaping or changes the landscaping formula. The addition area contains no required landscaping, the site perimeter is not changing, and the amount of paving is not changing, so no additional landscaping is required. Trash and Recycling Enclosure An outdoor trash and recycling enclosure must be constructed as follows: 1) Wall materials and colors shall be consistent with the main building 2) Outdoor storage includes waste materials, palettes, boxes, debris, and the like shall be prohibited unless it is screened from public view with a screen wall incorporating materials and colors consistent with the main building. Architectural Elevations The building is required to have all visible fagades composed of at least 65 percent of Class 1 or Class 2 materials, with Class 1 materials comprising at least 25 percent of the total. The primary exterior materials on all sides are brick and glass (class 1) to match the existing. This meets the requirements. Grading, Drainage, Erosion Control, and Utility Plan The City Engineering Department has no comments on the site plan. HASTINGS CITY COUNCIL RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING SITE PLAN APPROVAL FOR A CLASSROOM ADDITION THE HASTINGS MIDDLE SCHOOL AT 1000 ll STREET WEST VERMILLION STREET Council member moved its adoption: introduced the following Resolution and WHEREAS, Hastings Independent School District #200, has petitioned for Site Plan approval for the construction an addition; and WHEREAS, The property is generally located at 1000 11 Street West and legally described as N 64.8 Acs Of 1/2 of SW 1/4 Ex Com Int E Line & S Line 13th St W 75 Ft S To S Line N 64.8 Acs E 75 Ft N To Beg & Ex E 207.82 Ft Lying N Of 1 Ith St Ext W, of section 28 TWN 115 Range 17, Dakota County, MN; And WHEREAS, on August 9' 2010, review was conducted before the Planning Commission ofthe City of Hastings, as required by state law, city charter, and city ordinance; and WHEREAS, The Planning Commission recommended approval subject to the conditions ofthis resolution; and WHEREAS, The City Council has reviewed the request and recommendation of the Planning Commission. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council hereby approves the Site Plan as presented subject to the following conditions: 1) Conformance with the Planning Commission staff report and plans dated August 9, 2010. 2) Approval is subject to a one -year sunset clause; if a building permit is not obtained within one year of City Council approval, the approval is null and void. 3) Any rooftop equipment that is visible from any other elevation must be painted to match the building on which the equipment sits. 4) Waste enclosure materials and colors shall be consistent with the main building 5) Outdoor storage shall be waste materials, pallets, boxes, debris, and the like shall be prohibited unless it is screened from public view with a screen wall incorporating materials and colors consistent with the main building. 6) All disturbed areas on this property shall be stabilized with rooting vegetative cover, asphalt, or cement to eliminate erosion problems. 7) All exterior lighting is required to be shielded down and away from adjacent properties and right -of -ways. 8) Any uncompleted site work (including landscaping) must be escrowed for prior to issuance of certificate of occupancy.
