HomeMy WebLinkAbout20100816 - VI-10To: Honorable Mayor and City Council From: Tom Montgomery Date: August 10, 2010 Re: Approve Partial Reinstatement of Compensatory Time Lost Due to Hydropower Facility Emergency Council is requested to reinstate 42.75 hours of compensatory time to Public Works Superintendent John Zgoda, and 5.75 hours of compensatory time to Public Works Maintenance Supervisor Mark Peine. These amounts equal 50% of the compensatory time John Zgoda and Mark Peine lost during the Hydropower Plant's emergency dewatering and repairs earlier this year. The City's Personnel Policy caps compensatory time at 12o hours; any compensatory time earned over the 12o hour cap is lost. The initial flooding containment and emergency dewatering resulted in 12 to 17 hour work days and weekend work. The subsequent emergency repairs often resulted in very long work days and weekend work. As the hydropower plant emergency was an unforeseen event, neither John nor Mark was able to plan or manage their compensatory time balances to avoid exceeding the 12o hour cap. John Zgoda is our hydropower expert, having the best working knowledge of the plant and the most experience in repairing plant problems. As a result, John took on the lion's share of the emergency repair work effort, which in turn resulted in a larger loss of compensatory time. Council is requested to reinstate 50% of the compensatory time lost due to the hydropower plant emergency, with the provision the John's and Mark's compensatory time balance must be down to the 12o hour cap by the end of the year.
