July 19, 2010
The City Council of the City of Hastings, Minnesota met in a regular meeting on
Monday, July 19, 2010 at 7:00 PM in the Council Chambers at the Hastings City Hall,

Approval of Minutes
Mayor Hicks asked if there were any corrections or additions to the minutes of the
regular City Council meeting on July 6, 2010. Hearing none, the minutes were approved
as presented.
Presentation—
Youth Recycling Program
Waste Management presented a quarterly recycling rebate to the City; they also
congratulated the Good Neighbor 4H Group for raising $647 the last quarter. The next
group will be the Hastings Drama Club.
Consent Agenda
Moved by Councilmember Alongi, seconded by Councilmember Slavik to approve
the Consent Agenda as presented.

Public Hearing—Modification of Redevelopment Plan/Establishment of TIF District
No. 5—Napa
Hinzman introduced the item. Jessica Cook and Jonathon North from Ehlers &
Associates outlined the proposed project information and explained how TIF is
structured.
Mayor Hicks opened the public hearing at 7:17 p.m. Hearing no comments, the
public hearing was closed at 7:17 p.m.
Resolution—Adopt Modification to Redevelopment Plan/Establish TIF District No.
5—Napa
Councilmember Alongi asked if there were other sites eligible for TIF that would be
coming forward. Hinzman stated that previous TIF districts had been limited to
downtown and the industrial park. There are no other requests at this time; if a request is
made, it would be evaluated independently. Other assistance, including grant dollars,
have been used in previous redevelopment sites to assist a developer. The proposed site
has a number of challenges, including non-buildable soil, engineering standards which
have changed since the site was originally developed, and proposed safety improvements
to the site’s accessibility.
Moved by Councilmember Alongi, seconded by Councilmember Hollenbeck to
approve the resolution as presented.
Moved by Councilmember Alongi, seconded by Councilmember Balsanek to amend
the resolution to include the reasons that this project is uniquely qualified as a TIF
district. Those reasons include non-buildable soil, engineering standards which have
changed since the site was originally developed, and proposed safety improvements to
the site’s accessibility.

On the motion as amended: 5 Ayes; Nays, none.
Public Hearing—Monument Sign Ordinance
Hinzman introduced the item.
Mayor Hicks opened the public hearing at 7:48 p.m.
Steve Linn spoke in favor of the proposed ordinance amendment.
Hearing no further comments, the public hearing was closed at 7:51 p.m.
Second Reading/Ordinance Adoption—Monument Sign Ordinance
Moved by Councilmember Slavik, seconded by Councilmember Alongi to approve
the Planning Committee’s recommendation on the ordinance amendment to allow for a
three foot base for monument signs.

Public Hearing—Ordinance Amendment Relating to Building Permit Surcharge
Fees & Construction Regulations
Bakken introduced the item.
Mayor Hicks opened the public hearing at 7:52 p.m.
Hearing no comments, the public hearing was closed at 7:52 p.m.
Second Reading/Ordinance Adoption—Ordinance Amendment Relating to Building
Permit Surcharge Fees & Construction Regulations
Moved by Councilmember Slavik, seconded by Councilmember Balsanek to approve
the ordinance amendment as presented.
5 Ayes; Nays, none.
Second Reading/Ordinance Amendment—Fence Ordinance
Moved by Councilmember Alongi, seconded by Councilmember Slavik to end the
ordinance amendment process.
Moved by Councilmember Alongi, seconded by Councilmember Hollenbeck to adopt
these suggested changes as policy.
5 Ayes; Nays, none.
First Reading/Order Public Hearing—Ordinance Amendment: Garden Centers &
Temporary Outdoor Merchandising
Hinzman introduced the item and stated that there are conflicting recommendations
and staff is seeking Council direction.
Moved by Councilmember Alongi, seconded by Councilmember Slavik to approve
the first reading and order the public hearing for an amendment to the Garden Center
limit from 90 to 120 days.
5 Ayes; Nays, none.
Request for Waiver of Lawn Mowing Services Provided by the Code Enforcement
Department
Stark introduced the item.
Moved by Councilmember Alongi, seconded by Councilmember Slavik to deny the
request for waiver.
4 Ayes; Nays, one. Councilmember Balsanek voting against.
Comments from Audience
Michelle Jacobs, president of Hastings Area Chamber of Commerce, thanked the City
for their assistance during the recent Rivertown Days event. The Council thanked
Michelle and all those who participated in coordinating the event.
Announcements
The DCC Executive Committee has appointed Diane Lind as the temporary director
of the DCC through 2010.
The Bridge Visual Quality Team will meet on Wednesday, July 28 on the visual and
aesthetic qualities of the new bridge.
