HomeMy WebLinkAbout20100802 - VI-02 H A S T I N G S MEMO P O L I C E D E P A R T M E N T TO: Mayor Hicks and City Council Members FROM: Paul Schnell, Chief of Police Char Stark, Finance Director THROUGH: DATE: July 23, 2010 SUBJECT: Recommendation and Request for Budget Adjustment Pursuant to a June 2010 Council action, seven “out of service” police vehicles were declared excess property and subsequently sold by public auction. The auction resulted in the recovery of $15,105.00. With the sale of these police vehicles, I am recommending and requesting the following budget adjustments based on the corresponding rationale: Add: $10,915.00 to 101-201-2010-6540 – Motor vehicles Rationale: Two high mileage investigator vehicles (2001 Chevrolet Impala and a 2002 Buick Century) require updating to minimize expected expensive repairs and maintenance costs. HPD administration has consulted with the State of Minnesota Fleet and Surplus services about intergovernmental purchase of a late model (2006 – 2008), low mileage State leaseback vehicle. These vehicles can be purchased on a negotiated basis outside the standard bid process. Acquisition in this manner, utilizing the proceeds from the sale of excess property will minimize a 2011 capital request to replace the investigator vehicle/squad. Add: $3,100.00 to 101-201-2010-6580 – Equipment Rationale: Allows for purchase/transfer and vendor installation of required emergency vehicle operations equipment (emergency lights/siren/etc.) in new and replaced police (Chief and Investigator) squads. Add: $1,086.53 to 101-201-2011-6311 – Equipment – Lease Rational: Covers unbudgeted costs associated with prepayment (36 months) of State sales tax for leased Chief squad.
