HomeMy WebLinkAbout20100719 - VIII-B-3Memo To: Mayor Hicks and City Council Members From: Justin Fortney, Associate Planner Date: July 19, 2010 Subject: 2nd Reading (Tabled) - Corridor Fencing Regulations REQUEST The City Council is asked to remove from the table and finish the 2 nd reading to consider amending Hastings City Code Chapter 154 - subdivisions. The Council may vote to either approve or deny the amendment. RECOMMENDATION At a July 13 Planning Committee meeting committee members (Alongi, Slavik, and Balsanek) discussed potential changes to the Subdivision Ordinance relating to review of fence uniformity in new subdivisions, which was directed to them at the July 6 th City Council Meeting. The Committee generally agreed that further action on the ordinance amendment should cease, and drafted instead as a policy. HISTORY A recent fence variance highlighted how fences along corridors could be viewed by visitors to the city. The Planning Commission believes that a great variety of fence types, heights, or locations could give a negative aesthetic impression of the City. The Planning Commission recommended that fences along the main entrances to the city be more consistent. PROPOSED AMENDMENT The proposed ordinance amendment would allow the City to review properties along main corridors entering the City and determine what type of screening would be most appropriate for the situation. Possibilities would include fencing or dense landscaping. The method chosen would have to be consistent throughout the subdivision along the corridor. Arterial roads defined by ordinance definition and or the Comprehensive Plan include highways 61 and 55 along with county roads 42, 46, and 316. During large street redevelopment projects that require the removal of existing screening, the Cities policy will be to encourage the replacement of screening in a consistent manor. ATTACHMENTS • Ordinance Amendment • Pictures ORDINANCE NO. , THIRD SERIES AN ORDINANCE OF THE CITY OF HASTINGS, MINNESOTA AMENDING HASTINGS CITY CODE CHAPTER 154 - SUBDIVISION REGULATIONS BE IT ORDAINED by the City Council of the City of Hastings as follows: Chapter 154 of the Hastings City Code is hereby amended as follows (Additions to the ordinance are underlined and subsequent section numbers/ letters will be renumbered): § 154.06 Required Improvements. H. Screening. Lots will be reviewed to determine if landscaping or fencing will be required along the rear and side yards abutting an arterial street. If either is required, they must be of uniform style and appearance throughout the subdivision. EFFECTIVE DATE: This Ordinance shall be in full force and effect from and after its passage and approval and publication, as required by law and/or charter.
