Subject: Park Variance Request
I have received a request from a team who will be participating in a State softball
tournament to be held at Veterans Park from August 23-25. Jessie Kubat contacted me
informing me that upon her investigation, all hotel rooms for this weekend are already
booked and she asked if they could camp overnight at Vet’s park as they are coming from
two hours away.
Staff discussed an appropriate location and stipulations for this group if approved to stay
overnight at Vet’s Park. Stipulations include:
Campers must be parked in the parking lot
No campfires in the park
We will not provide any services such as running water, but will provide restrooms
All tents must be taken down and area cleaned up by 8:00AM
No electrical hookup and all field lighting will be turned off after the conclusion of the
last game or 11:00PM
This issue was brought before the PRC as well as the Parks and Recreation Committee of
Council for approval.

Hi Barry
Thank you for getting back to me. I have been on vacation and apologize for not responding sooner.
I believe it would be a combination of both tents and campers. I understand that there would be limited
accommodations. And those that have campers do have generators for light. We have 15 girls on our
team and a few of their spouses tag a long so at the most I am guessing high at 20. Tents could be taken
down daily if requested. Being that Hastings is only a couple hours away, I would think most (if not all) of
our players would be leaving if we lose on Saturday.
Would we be allowed a camp fire in a ring or anything like that? Would alcohol be allowed? We are not
going there to party, but we occasionally like to enjoy a few. Please understand if this request is granted
to us by the city we'll treat our stay at your park with total respect. We do not want to make a bad name
for our team or the town we represent.
Access to the bathrooms and showers would be wonderful.

Hello, my name is Barry Bernstein, Parks and Recreation Director with the City of Hastings. Cory, our Parks Maintenance
Supervisor has mentioned this request to me. I understand you will be attending a tournament in our great City on
August 6-7th and there are no hotel rooms available within City limits? You asked about camping in our parks? By
ordinance, we do not allow any overnight camping in our parks, but I could ask for a variance from our City Council. Can
you please offer me more details, such as:
• Would you be tent or camper camping or combination of both?
• How many people would you anticipate camping?
• Would you anticipate leaving your tents up all day (depending how you do in the tournament?)
• Other?
I would like to believe we could possibly accommodate you at Veterans Athletic Complex the site of your tournament,
but please understand, we have no water or electrical hookup. We could allow access to our restrooms? Possibly allow
access to showers at our aquatic facility? All this is subject to City council approval.
Please, if you can, supply me with more details?

I apologize for not getting to you sooner. The dates we are requesting to stay at the complex is August 6
& 7th. Depending on the outcome of our games Saturday, we may only need the 6th. Please let me know
if camping over night for that 1 or 2 nights is do able and any stipulations that may come along in our
staying there. I appreciate you looking into this for me.
