Members present – Peine, Rohloff, Slaten, Stevens, Vaughan, and Zeyen. Approval of Minutes – 2. June 14, 2010 Motion by Slaten, second by Rohloff to approve minutes with two changes. Motion passed 6-0 PUBLIC HEARINGS City of Hastings – 3. Ordinance Amendment #2010-30 – Garden Centers. Staff Report by Kari Barker. Commissioners discussed the differences between Garden Centers and outdoor sales of landscaping materials and similar items. Garden centers were described as having an enclosed sales center, such as a tent, and a separate register. Commissioners expressed a desire to regulate the sale of landscaping materials as they take up parking spaces and could pose a safety issue. Motion by Vaughan, second by Stevens to table the Ordinance Amendment. Motion passed 6-0. City of Hastings – 4. Ordinance Amendment #2010-31 – Monument Sign Height. Staff Report by Justin Fortney. Commissioners discussed various signs throughout the City and how they were regulated. Commissioners also discussed that the creation of berms would allow signs to be higher than allowed in the Ordinance. Commissioners felt that signs were only one method of attracting customers to a business. Motion by Vaughan, second by Slaten to deny the Ordinance Amendment. Motion passed 6-0. OTHER ACTIONS Carl Fultz – 5. OHDS Review #2010-33 – Construction of a Garage. Staff Report by Kari Barker. Commissioners discussed the boundaries of the OHDS District and why homes built in the 1950’s and 1960’s fall into this district. Motion by Vaughan, second by Stevens to approve the Construction of a Garage in the OHDS district. Motion passed 6-0. Adjourn 6. Motion by Slaten, second by Peine to adjourn the meeting at 7:43pm.
