Members present – Vaughan, Slaten, Stevens, Vaughn, Zeyen and Rohloff. Approval of Minutes – 2. May 24, 2010 Motion by Slaten, second by Rohloff to approve minutes as presented. Motion passed 6-0 OTHER ACTIONS Mark Loosbrock – 3. Variance #2010-29 – Expansion of Nonconforming rd Use\Sideyard Setback – 725 3 Street W. Staff Report by Justin Fortney. The applicant is proposing to add a rear addition onto the rear of his home that does not currently meet the setback requirements. The addition will not come any closer to the property line than the existing house. Commissioners differentiated this variance request from a previous variance request that was denied. Motion by Stevens, second by Slaten to recommend approval as presented. Motion passed 6-0. Forwarded to the June 21, 2010 City Council Meeting. PUBLIC HEARINGS th City of Hastings – 1. Rezoning #2010-24 – 108 East 5 Street (R-2 to C-3); 504- 506 Sibley Street (C-3 to R-2). Staff Report by Kari Barker. In the late 1970’s the subject properties were inadvertently rezoned incorrectly due to the legal descriptions being switched during a rezoning process. Motion by Vaughn, second by Rohloff to recommend approval as presented. Motion passed 6-0. Forwarded to the June 21, 2010 City Council Meeting to order a public hearing. Holst Excavating – 2. Special Use Permit #2010-26 – Soil Processing Permit – Co Rd 54 & 91. Staff Report by Kari Barker. The applicant would like to obtain a special use permit to mine aggregate similarly to the work they did on the site in the 1990’s. Commissioners had questions about the operation and the state of the property after the operations were finished. Motion by Vaughn, second by Stevens to recommend approval as presented. Motion passed 6-0. Forwarded to the June 21, 2010 City Council Meeting to order a public hearing. Hastings Automotive – 3. Special Use Permit #2010-27 – Temporary Auto Sale In rd a C-4 District – Coborns Grocery – 225 W 33 St. Staff Report by Kari Barker. Hastings Automotive seeks approval of a Special Use Permit to operate a rd temporary auto sale at the Coborn’s Grocery located at 225 33 Street West. The vehicles would be there from Tuesday, July 13, 2010 through Saturday, July 17, 2010. Motion by Slaten, second by Rohloff to recommend approval as presented. Motion passed 6-0. Forwarded to the June 21, 2010 City Council Meeting to order a public hearing. City of Hastings – 4. Ordinance Amendment #2010-15 – Subdivision Ordinance – fences along collector roads. Staff Report by Justin Fortney. A recent fence variance highlighted how fences along corridors could be viewed by visitors to the city. The Planning Commission believes a variety of fence types, heights, or locations could give a negative aesthetic impression of the City. The Planning Commission directed staff to develop an ordinance that would require fences along the main entrances to the city be more consistent. Motion by Vaughan, second by Stevens to recommend approval as presented. Motion passed 6-0. Forwarded to the June 21, 2010 City Council Meeting to order a public hearing. City of Hastings – 5. Ordinance Amendment #2010-23 – Floodplain Ordinance – Change Effective Map Date. Staff Report by John Hinzman. One citizen spoke on an unrelated floodplain matter. Motion by Slaten, second by Stevens to recommend approval as presented. Motion passed 6-0. Forwarded to the June 21, 2010 City Council Meeting to order a public hearing. OTHER ACTIONS Linn Companies – 6. Site Plan #2010-25 – Napa Store – 1501 Vermillion Street. Staff Report by Justin Fortney. Commissioners had questions about landscaping and alley access. Motion by Stevens, second by Slaten to recommend approval as presented. Motion passed 6-0. Forwarded to the June 21, 2010 City Council Meeting to order a public hearing. Other Business 7.
