The Plannin Commission is asked to adopt the attached resolution findin that the proposed amendment to the Vermillion Street Redevelopment Plan to establish TIF District No. 5 (Napa) are in conformance to the Cit " plan for development" as outlined in Minnesota State Statutes Chapter 469.028. The Plannin Commission's role is limited to determinin conformance with the " )7 plan for development . The Hastin Economic Development and Redevelopmen Authorit (HEDRA) is scheduled to review the plans in detail at their Jul 8, 2010 meetin The Cit Council will hold a public hearin on Jul 1 9th to review the plans and conside establishment of the District. Vermillion Street Redevelopment Plan Redevelopment Plans identif a nei or corridor where the Cit wishes tit, encoura private redevelopment. A pro area must be established before the Cit can provide loans to improve propert or use financial assistance such as tax increment. The Vermillion Street Redevelopment Plan was established in 2008 and encompasses most commercial properties alon Vermillion Street from TH 55 to TH 316. The desi is consistent with the Vermillion Street Development Guidelines adopted b the Cit Council in Januar 2008. On September 22, 2008 the Plannin Commission adopted a resolution findin that the Vermillion Street Redevelopment Project Area was in conformance with the g eneral plan of development. Please see the attached Redevelopment Project Area for further information. TIF District fto. 5 (ilapa) The Hastin Economic Development and Redevelopment Authorit (HEDRA) proposes to establish TIF District No. 5 within the Vermillion Street Redevelopment Plan. The Comprehensive Plan and Vermillion Street Redevelopment Guidelines are determined to be "General Plans" for Cit development and were reviewed to determine conformance with the creation of TIF District No. 5.
