Carl Fultzis proposing to build a 288square foot garage at 526 7St. West.The
property is subject to Original Hastings Design Standard(OHDS) requirementsbecause
the proposed improvements exceed 5% ofthe home’scurrent building market value.
Therefore,the proposal is subject to Planning Commission review and City Council
approval.
BACKGROUND INFORMATION
Comprehensive Plan Classification
The property conforms to the Comprehensive Plan. The Plan designates the property as
U-I–Urban Residential (1-3 units per acre).
Zoning Classification
The subject property is zoned R-2\OHDS –Residential Medium Density\Original Hastings
Design Standards. Homes in the R-2 district without a garage are allowed up to two
accessory structures with a combined total of 1,000 square feet.

Existing Condition
Thehomewasconstructed in 1900.
Proposed Condition
Therecurrently is not a garage on the property, though there is a small storage shed.
There is an existing curb cut for the driveway.The OHDS statethat new garages directly
accessing a public street shall be prohibited if an improved alley way abuts the property.
As there is not analley abuttingthe property, a drivewayaccessing a public streetis
allowed.
OHDS REVIEW
OHDS Intent
Original Hastings Design Standards (OHDS) preserve and enhance traditional
neighborhood design by reflecting the general characteristics of buildings dating from
1845 to 1940,which isthe predominate era for building construction within the OHDS
District. OHDS regulations ensure traditional neighborhood design by incorporating
design features such as alleys, carriage houses, front porches, period sensitive housing
design, sidewalks, and traditional street lighting. Design standards create and enhance
the character of older neighborhoods by establishing regulation to guide property
development and rehabilitation consistent with the unique historic character of the
neighborhood. The OHDS are derived from the Design Guidelines for Original
Hastings, adopted in 2003 by the City Council as part of the Heart of Hastings Master
Plan.OHDS regulations are located found in Chapter 155.23, Subd. Dof the Hastings
City Code.
Materials
The applicant is proposing to use vinyl sidingin a staggered cedar patternonthe garageto
match the materials on the front porch area of the home.Per the OHDS guidelines, this
type of siding is acceptable provided there is a maximum of 5 inches exposed. In addition,
the applicant proposesto use asphalt shingles on the roof of the garage,which will have an
8:12 pitch. The bottom portion of the garage will be rock face concrete, similar to retaining
wall blocks. The garage doors will be carriage style.
RECOMMENDATION
Approval of the structure modifications issubject to the following conditions:
1)Proposed plansmust be completed consistent with the plans presented to the
Planning Commission.
2)Approval of a building permit.
3)Approval is subject to a one year Sunset Clause; if significant progress is not
made towards construction of the proposal within one year of City Council
approval, the approval is null and void.
4)The siding must not exceed a maximum of 5 inches exposed.
5)Garage must be 5 feet from the side property line.
